With the full implementation of the second-child policy in China, the number of newborn will increase steadily. For which the educational pressure undoubtedly becomes a new problem for the new generation of parents, resulting in huge challenges due to the imbalance and relative scarcity of China's educational resources. Although China has a large education and training market, its concentration in third- and fourth-tier cities is very low, especially the K12 education and training. In this paper, it analyzes the status quo of the education and training market, the development of the training market in third- and fourth-tier cities, trying to find out the currently existing problems and reasons, and proposes the development plan for the third- and fourth-tier cities.
