摘要

人权领域全球治理是随着全球化的深入发展而日渐兴起的一个问题，是指全员通过制度性或非制度性的规范及机制来管理全球性的人权问题，促进人权发展的过程。人权领域全球治理超越了传统的国际人权保障的理念，以其治理主体的多元化、治理客体的整体性与跨国性、治理价值的平等与合作性、机制的多层次性等特点，开启了推进世界人权发展的新时代。面对全球治理所提出来的民主化、合法化的新需求以及组织碎片化及单边主义的挑战，联合国人权机制仍将以其代表性和权威性继续发挥规制、监督、协调利益和组织行动以及构建多元化治理体系的作用，从而在人权领域全球治理中发挥多边机制的重要职能。

Global governance in the field of human rights is an issue that is emerging with the deepening of globalization. It refers to the process of managing global human rights issues and promoting the development of human rights through institutional or non-institutional norms and mechanisms. The idea of global human rights governance transcends the traditional concept of international human rights protection. It opens a new era of promoting the development of human rights in the world by its diversification of governance subjects, the integrity and transnationality of governance objects, the equality and cooperation of governance values, and the multi-level mechanism. Facing the new demands of democratization and legitimization brought about by global governance, as well as the challenges of organizational fragmentation and unilateralism, the UN Human Rights Mechanism with its representativeness and authority will continue to exercise regulation, supervision, coordination of interests and organizational actions, and construction of a diversified governance system, so as to play an important role of the multilateral mechanism in global human rights governance.
