雙語國家、雙語教育與語言政策規劃

Bilingual Nation, Bilingual Education, and the Language Policy Implications

摘要


〈2030雙語國家政策〉是我國近年來跨部會推動的重大政策之一。教育部因應此一政策,也刻正在各教育階段推動「雙語教育」、「雙語教學」的相關政策措施。但昭偉、鄭仲恩、蔡如雅〈2030雙語國家政策釋放出來的訊息〉一文反省了推動雙語國家政策的經濟理由、文化與政治等理由,並主張各階段雙語教學的推動,應回歸《教育基本法》,本於對文化理解、人文關懷等增進個人福祉的目的,進行學校教育。本文試圖從另一角度回應〈2030雙語國家政策釋放出來的訊息〉對於雙語國家政策的反省。透過相關政策文本與其脈絡的分析,思考雙語國家/雙語教學在教育及語言規劃的意涵。如果我國推動各項「雙語」政策旨在增加各族群共通語言,則「雙語」指的是哪些語言,以及這些語言與其他語言的關係為何,亟待更周全的討論與認識。

The Blueprint for Developing Taiwan into a Bilingual Nation by 2030 has become one of pivotal policy agendas for Taiwanese government in recent years. Related policies on bilingual education and/or bilingual instruction from the Ministry of Education are also being implemented in universities and schools in Taiwan. In the paper "Messages Conveyed by the Current Policy of Bilingual Nation", the authors reflected on the economic, cultural, and political rationales embedded and argued that the enactment of bilingual education should, alter natively, stem from the pursuit of personal well beings, such as intercultural understandings and concerns of human, which also resonate with the Educational Fundamental Act. This paper comments and responds to the reflection in the paper "Messages Conveyed by the Current Policy of Bilingual Nation". Through textual and contextual analysis of policy documents, this paper discusses the implications of Bilingual Nation/Bilingual Education from the perspectives of education and language planning. This paper wishes to contribute to our knowledge and thinking upon the meaning of "bilingual" and the relationships among languages currently used in the Taiwanese society.
