建構鄉村地區公辦可負擔住宅評估指標之初探－以雲林縣為例

臺灣的社會住宅目前仍是以公共財政負擔為主，內政部掌理推動國家住宅及都市更新政策及計畫之發展工作，並設置「國家住宅及都市更新中心」來推動社會住宅政策，協助政府社會住宅之營運管理及推動政府主導都市更新政策，積極維護國民權益、創造整體國民福祉。從國家治理的角度實踐居住平權，是社會住宅興辦一個重要的面向；然而審視目前相關的研究或實質的提案，多以都市發展地區為主，對於非都市地區或散居的鄉村地區的相關探討則明顯不足，因此對應雲林縣人口老化的挑戰以及未來迎接更多年輕人口來本縣工作，提出適合農業縣的社會住宅規劃政策，必是主政者責無旁貸的使命。本研究希望透過搜集周邊城市依據「政府興辦社會住宅作業參考手冊」所完成的社會住宅興辦作業的先期規劃計畫書，如：臺中市、南投縣，來進行雲林縣社會住宅需求強度評估指標分析，進而建構相關的指標，以檢視雲林縣目前規劃中的「斗六好室」及虎尾「東仁安居」兩處社會住宅是否符合需求指標的要項？預計此項研究成果將可作為未來鄉村地區公辦可負擔住宅參考，並採用相關評估指標作為興辦導向，提供適切的鄉村地區可負擔住宅形式。

The social housing in Taiwan right now still relies on public financial burdens. The Ministry of the Interior whose in charge of promoting the development of national housing and urban renewal policies, has set up the ＂National Housing and Urban Regeneration Center＂ to promote social housing policies, assist the government and society. The operation and management of housing and the promotion of government-led urban renewal policies are actively safeguard national rights and interests, and create overall nation's well-being. The implementation of housing equality from national governance perspective is an important aspect of social housing development; however, when examining the current relevant research or substantive proposals, most of them are focused on urban development areas, the interrelated inquiries regulations of non-urban areas or scattered rural areas in countryside areas are not clear enough. Therefore, corresponding the challenges of the senior citizens in Yunlin County and to recruit more young people to work in the county in the future, the main government's responsibility is to propose social housing planning policies suitable for agricultural counties. This research hopes to conduct an evaluation index of Yunlin County's demanding intensity of social housing by collecting the pre-planning plans for social housing construction completed by the surrounding cities according to the ＂Reference Manual for the Operation of Social Housing by the Government＂, such as Taichung City and Nantou County. Analyze, then construct relevant indicators to check whether the two social houses in Yunlin County ＂Douliu Social Housing (斗六好室)＂ and ＂Huwei Dongren Social Housing (虎尾東仁安居)＂ meet the requirements of the demand indicators? It is expected that the results of this research will be used as a reference for affordable housing by the government in rural areas in the future, and relevant evaluation indicators will be used as a guide to provide appropriate forms of affordable housing in rural areas.
