以行動者網絡理論探討Covid-19期間弱勢社區食物系統-以萬華區為例

摘要


2019年底爆發的COVID-19大流行持續至今,對全球範圍內的居民的生產生活產生了深刻的影響,Covid-19大流行對國際食物供應鏈、社區韌性、跨部門的多元合作造成嚴峻的挑戰,這些方面都關乎所在地居民的食物來源保障,尤其是對於其中的弱勢群體的保障又是影響社區韌性的因素之一。面對這些議題,國際上有越來越多的聲音呼籲運用可替代的、短鏈的食物系統局部取代原有過度依賴國際食物供應鏈的食物系統,積極發展以社區為主導的食物系統,以確保社區在面臨疫情和災害衝擊時在食物系統方面有較為快速的反應力和較高的韌性。因此本文以COVID-19大流行作為基本的時代背景,主要探討的是在2021年5月15號全台Covid-19疫情三級警戒前後,在臺北市萬華區中以社區為基礎的組織(Community-Based Organizations)在針對社區中弱勢群體的食物供給系統運作行為變化,進而運用行動者網絡理論(Actor-Network Theory)探討以社區為基礎的組織(CBOs)如何推動萬華社區中針對弱勢群體的食物供應系統的形成,並且能在Covid-19疫情三級警戒後快速響應,為弱勢群體在疫情期間持續提供穩定的食物供應。最後發現,疫情三級警戒前,以社區為基礎的組織通過推廣在地文化教育、關注剩食、無家者、街頭貧困、增強在地社區居民連接等方式間接構成了社區中針對弱勢群體的食物供應系統。在疫情三級警戒期間,以社區為基礎的組織作為主要的行動者利用現有的食物系統網絡明確了共同利益點,成功徵召、動員政府部門、在地店家、社區居民等利益相關者加入到弱勢群體食物供應系統的行動者網絡中,得益於此行動者網絡,萬華社區中針對弱勢群體的食物供應系統得以快速且成功的運作,為疫情三級警戒期間的弱勢群體持續提供穩定的食物來源,最後間接提高了萬華社區在食物方面的復原力。

The COVID-19 pandemic that broke out at the end of 2019 has continued to this day, and has had a profound impact on the production and life of residents around the world. The Covid-19 pandemic has posed severe challenges to international food supply chains, community resilience, and multi-sectoral cooperation. These aspects are related to the food source security of local residents, especially the security of vulnerable groups is one of the factors affecting community resilience. Faced with these issues, there are more and more voices in the world calling for the use of alternative, short-chain food systems to partially replace the original food system that is overly dependent on the international food supply chain, and to actively develop a community-led food system. Ensuring that communities have a more responsive and resilient food system in the face of epidemic and disaster shocks. Therefore, this article takes the COVID-19 pandemic as the basic era background, and mainly discusses the community-based organizations(CBOs) in the operation behavior change of food supply system targeting vulnerable groups in the community, and then using Actor-Network Theory to explore how CBOs promote the targeting of vulnerable groups in Wanhua community The formation of the food supply system of Covid-19, and the rapid response after the three-level alert of the Covid-19 epidemic, continued to provide a stable food supply for vulnerable groups during the epidemic. Finally, it was found that before the level 3 alert of the epidemic, community-based organizations indirectly constituted a community-based system for vulnerable groups by promoting local cultural education, paying attention to leftover food, homeless people, street poverty, and strengthening the connection of local community residents. food supply system. During the three-level alert period of the epidemic, community-based organizations, as the main actors, used the existing food system network to identify points of common interest, and successfully recruited and mobilized stakeholders such as government departments, local stores, and community residents to join vulnerable groups. In the network of actors in the group food supply system, thanks to this network of actors, the food supply system for vulnerable groups in Wanhua community has been able to operate quickly and successfully, providing stable food for vulnerable groups during the three-level alert period of the epidemic. source, and finally indirectly improve the resilience of the Wanhua community in terms of food.
