台灣國家型科技計畫評量制度探討

The Study of Taiwan National R&D Evaluation

摘要


國家型科技計畫是推動科技政策重要來源,如何有效實施國家型科技計畫,是評量的目的。台灣目前有9大國家型科技計畫,除了計畫辦公室的成果效益報告外,外部的評量報告並未在政府GRB系統找到,本研究比較日本韓國芬蘭美國的國家型科技計畫評量制度,建議台灣應建立更好好的評量系統,建立邏輯模型、納入生命週期及投入資源等。期望本研究報告能提醒國家型科技計畫評量的重要性。

National R&D Plan is the important workforce and strategy to execute technology policy. However the technology and national R&D should be evaluated their performance to make sure the technology is on its right trends. This research is to compare the evaluation systems of Japan, Korea, Finland and USA and conclude the several suggestions of evaluations for the national R&D plans of Taiwan; such as: Logical Model, Life Cycle and resources. This research expects to emphsize the importance of evaluation of national R&D Plans.
