台灣綠竹筍產業與發展之研究

Study on the Development of Green Bamboo Shoot Industry in Taiwan

摘要


綠竹筍2013年種植面積約6,069.3公頃,年產值約為27億新台幣,是為我國重要經濟作物;政府亦積極的研發技術輔導農民團體,並補助建立冷鏈與加工廠支持產業。近年來因綠竹筍生產十分費工而逐漸沒落,但真空包裝技術成熟可以延長銷售期間,且近年批發價格持續攀升,顯見存在市場需求。在老齡化衝擊下,綠竹筍產業需要制定新的產業發展方向。 本研究主要目的是剖析產業生產(包括採收處理)、加工以及運銷通路等面向之發展瓶頸,藉以提出政策建議。依據分析次級資料與深度訪談之結果,本研究歸納政策建議,生產面策略主軸為「開發省工、高產栽培模式,增強預冷能力」、加工面策略主軸為「鼓勵產銷班等農民組織建立大型加工廠」、運銷通路面策略主軸為「提高商品品質與儲架壽命,建立真空包裝沙拉筍品牌」。

Green bamboo shoots used to be an important crop in Taiwan. In 2013, the planted area was about 6,069.3 hectares with an annual value of around NT$2.7 billion. The government also made an effort to form Cooperative marketing for Farmers’ organizations, and financial aided the establishment of cold chain and processing plants to support the industry. However, the industry is impacted by labor shortage and issue of aging population while market demands still remains. Green bamboo shoot industry needs to be driven by a brand new development strategy. The main purpose of this research is to provide feasible solutions by analyzing industry bottleneck of industrial production (including harvesting and handling), processing, logistics and sales channels based on secondary data and in-depth interview with stakeholders. Findings suggest that main strategy of production is "development of labor-saving, high-yield cultivation models, and enhancement of pre-cooling capacity"; main strategy of processing is "encourage Farmers’ organization to establish large-scale processing plants", and main strategy of logistics is " improve product quality and shelf-life, and establish the brand of vacuum-packed salad shoot ".
