專案整合交付模式(IPD)應用在國內公共工程統包之研究-以北市某社福大樓為例

IPD專案整合交付模式為整合人員、系統、組織結構和執行，讓所有成員的才能充發揮、協力合作。建立專案平台讓設計、施工、設備生產等成員，參與專案整合，提早發現問題減少界面，並預測可能風險與解決方案，讓設計規劃與施工執行更貼合，用以節省預算成本，掌控期程而達到專案目標。本研究以國內執行IPD模式之某重建大樓的合約條例與公共工程統包契約，條文之工程價金、合約工期、激勵條款、逾期罰款、工程驗收、契約解除、爭議處理、誠信原則等八項作一分析，探討IPD模式是否適用公共工程統包案，依合約條文比較分析，IPD合約模式執行皆優於統包案案例，其掌控工期及創造的盈利符合專案目標，更達到IPD利潤共享的精神。今依IPD模式的五項特性，其未來性、挑戰性、企圖心、創意、團隊協作等項目，更可評估未來案例是否適用 IPD合約模式或傳統契約管理模式，以供相關單位及同業參考。執行IPD成功關鍵因素：1.評估專案適用IPD模式 2.組成IPD團隊評選設計方、主承商及關鍵分包商 3.制定專案目標、提出設計需求、制定激勵計劃、符合目標成本 4.規劃設計及施工進度，滿足品質須求符合期程 5.運用科技技術整合溝通資源共享 6.未納入IPD團隊的分包商管理，以成本加乘方式開誠佈公，利潤共享，完成專案交付成果。

The integrated delivery model for the IPD project aims to integrate people, systems, organizational structure, and execution so that all members' talents can be fully utilized and collaborate. Establish a project platform to allow design, construction, equipment production, and other members to participate in project integration; identify problems early to reduce interface; and forecast potential risks and solutions so that design planning and construction execution are better suited to save budget costs, control schedules, and meet project goals. This research is based on contract restrictions and a public works turnkey contract for a reconstructed building in China that follows the IPD paradigm. Project price, contract duration, incentive clauses, overdue fines, project acceptance, contract cancellation, dispute settlement, and the principle of good faith are all included in the contract. The IPD model is examined to see if it is appropriate for the public works turnkey instance. The execution of the IPD contract model is better than that of the turnkey example, according to a comparison of contract provisions. Spirit. Today, the future, challenge, ambition, creativity, teamwork, and other items can be used to determine whether the future case is suitable for the IPD contract model or the traditional contract management model, for the reference of relevant units and peers, using the five characteristics of the IPD model. Implementation of the IPD will be successful if the following factors are met: 1. Use the IPD model to assess the project. 2. Assemble a IPD team to identify designers, general contractors, and essential subcontractors. 3. Establish project objectives, design criteria, incentive plans, and cost targets. 4. Planning, design, and construction progress, as well as quality and schedule requirements.
