澎湖縣政府施政滿意度調查暨未來施政改進策略之研究

摘要

民意調查在這10多年來，已是政治人物最在意的一份參考資料。上至總統，行政院各部會首長，縣市長下至基層的鄉鎮市長，無不把民意調查當成民眾對執政者滿意度的一種表現，或對某一政策的支持度。不管是報章雜誌所公開發表的民調調查，或是自己私下所做的民意調查結果，執政者都會很在意滿意度的高低，而時時警惕自己，或針對某項政策對人民的福祉是對或錯，思考該如何改進。
本研究綜合天下雜誌與遠東雜誌，並參考澎湖縣政府自行委託澎湖科技大學所做的 “澎湖為民服務滿意度調查＂。所得到的結論顯示有三項澎湖縣民最優先加強推動的施政重點為 1.健全醫療保健、 2.交通改善、 3.推動社會福利。並從參考資料中整理出另外三項極需改善的施政重點1.觀光旅遊的推動與行銷、2.海洋自然生態的保育、3.縣政與高等教育的結合。
研究顯現出澎湖縣政府應該自強自立，並應用本身的自然生態環境有利條件，結合澎湖科技大學的專家學者的智慧，配合高科技智慧城市，物聯網平臺的概念，創意出一個獨具特色的低碳環保科技海洋島嶼。
長期以來中央政府對離島澎湖縣的照顧，澎湖縣民眾並 “無感＂。自助也要人助，本研究結論與建議，希望澎湖縣不要被邊緣化， “世界最美的海灣＂能夠名譽全球。

Polls as a reference are the most concerned figures of the political in the past 10 years. From the president, the head of the ministries of the Executive Yuan and the mayor of the county mayor by the town mayor, It has been deemed as a performance about the public satisfaction what public had expressed. Whether published by the newspapers and magazines or their own private opinion, the rules will be very concerned about the level of satisfaction, and always be alert to themselves. Is the policy good for the public? How to improve the policy.
This study combines the material which searches out the CommonWealth and the Global Views. It also refers to the survey about the satisfied with the administrative service in Penghu which commissioned by the Penghu University of Science and Technology. Through the conclusion can be seen three parts of key content which improve health care, traffic improvement and promote social welfare. Through sort of the reference material also can be seen other three parts of content which are promotion tourism by using marketing function, marine natural ecological conservation, the combination the policy of higher education.
The study shows that the Penghu County government should self-reliance and apply the advantage of its own natural ecological environment. Combined with the wisdom of the experts and scholars of Penghu University of Science and Technology. Using the concept of high-tech wisdom city and the Internet of Things platform to create a new ocean island with the idea of a unique low shore environmental science and technology.
For a long time, people which live in Penghu doesn’t make sense of the policy of the central government take care of the island. By using the conclusions and recommendations of this study, I hope Penghu County should not be marginalized, and "the world's most beautiful bay" could be honor around the world.
