以建築工程案探討丁類危險性工作場所審查之執行重點與成效研究生：黃記彥指導教授：陳柏翰「安全是最大的節約，事故則是最大的浪費」依據臺北市勞動檢查處及勞動部職業安全衛生署等官方統計顯示，長年以來營造業工作者職業災害始終居高不下，遠高於其他行業。因此，營造業之職業災害預防可說是刻不容緩。個人於業界之經驗所瞭解與經歷，製作送審文件表單繁多且勞心勞力，為數不少找顧問公司代寫製作，且應付完危險性工作場所審查會後，有束之高閣現象，執行成效有其落差及流於型式，失去了施工安全評估乃至職業安全衛生法第五條實施風險評估之精神，對於日後現場執行作業上助益不大。希望藉由此研究機會，以工程實務、管理與執行面來探討重點所在，提出製作丁類危險性工作場所評估送審文件之具體建議及範本，檢討實際執行之落差，以及給予國內職業安全衛生管理人員職涯發展與推廣之建議。問卷調查及專家訪談表單之研擬，則由參考相關文獻、同業討論以及個人以往經手案例所得之經驗，彙整回饋後，研擬出架構及問卷調查之題目。專家訪談名單涵蓋產業、官方與學術三方，總計六位專業人士，經由訪談完內容，彙整後與問卷表單進行比對分析，最後提出結論與建議。綜上所述，以期減少業界之困擾並減輕勞動檢查機構人力負擔，短期目標為施工順利、減少企業風險並降低職業災害，長期目標為人才更願投入工程之職業安全衛生領域，使其發展更為建全，期盼養成習慣，後續形成文化，創造勞方、資方與政府三贏，為本研究之主要目的。關鍵詞：營造業、職業災害、丁類危險性工作場所、施工安全評估、職業安全衛生管理

ABSTRACT “Safety is the biggest saving, and accidents are the biggest wasting.” According to the official statistics from Labor Standards Inspection Office, Taipei City Government and Occupational Safety and Health Administration (MOL), the occupational injury of workers is higher than in other industries for many years. Therefore, occupational injury prevention is an urgent task in the construction industry. About the author’s experience in this industry, it is hard work to prepare many forms of documents for review; also, some of the units have asked the consulting companies to do the work. After finishing the danger workplace review meeting, the executive unit will not pay attention to this part. In other words, the work effectiveness has the gap and only care about the format, even lose the spirit of construction safety assessment and implementation of risk assessment about the Occupational Safety and Health Act. It is helpless to the execution of the work on-site in the future. This research hopes to discuss the key point in the environment, safety and health domain by construction practices, the phase of management and execution. Provide the suggestion and template of the D-type dangerous workplace evaluation and review document and check the difference between the expectation and reality. Also, promote and suggest the career development of occupational safety and health management members. The survey and expert interview are developed by references, peer discussions and personal experience gained from past cases. After the collection, we work out the structure and questions of the survey. The list of expert interviews covers the industry, official and academic parties, with six professionals. After the interviews, we compare and analyze the survey and the interview’s content and finally make the conclusions and suggestions. In summary, we hope to reduce industry problems, the burden of inspection agencies, and occupational injury risk in the short term. It can promote the willingness to work in the occupational safety and health domain in the long term. To create a win-win for each party and form a culture in the future.
