摘要

本文採用1999-2000年請領失業給付者與因關廠而失業者，並利用其未失業的手足做為控制組，以「差異中的差異法」探討失業對再就業薪資與健康的影響。本文主要貢獻在於，有別於選取所有未失業勞工或是由未失業勞工之中抽取隨機樣本，本文以失業者的手足做為控制組，藉此控制先天因素（基因）與後天因素（成長背景、社區特性）以減輕估計失業對薪資、健康影響時的內生性問題。實證結果發現，失業對薪資有顯著的負面影響，其中又以請領失業給付者受到的所得衝擊較大，而且失業帶來的負面影響至少持續至失業後2-5年，顯示相對於關廠失業者，請領失業保險給付者的失業原因可能與個人特質較為相關，再就業薪資下降的幅度可能因此較大。在健康方面，關廠失業者比起未失業的手足，失業後住院機率相對較高；請領失業保險給付者則是相對較低，原因可能為失業後意外事故、職業災害發生的機率降低，或是因為害怕再度失業，即使生病也不願意住院。由於本文所採用之勞工保險傷病給付檔僅提供失業前2年至失業後2年半的住院紀錄，且缺乏較輕微、無須住院的傷病事件紀錄，再加上資料期間較短，實證結果應解讀為失業帶來的短期效果。

This study uses difference-in-difference model to examine the impacts of job loss on wages and health. Furthermore, we use two sources of job loss: non plant closure and plant closure, to examine whether the impacts of job loss depend on the reason of job loss. The main contribution of this study is, we choose non-displaced siblings of displaced workers as control group. Unlike choosing general non-displaced workers or a random sample of non-displaced workers as control group, choosing non-displaced siblings can control part of genetic and family features, then resulting in reducing the endogeneity of displacement. We find that job loss has significantly negative effects on wages, especially for displacements not due to plant closure, for at least 2-5 years after displacements. This result shows that displacements not due to plant closure may be more correlated with personalities which are also correlated with wages. On the other hand, job loss has significantly negative effects on plant closure displaced workers, but significantly positive effects on displaced workers whose displacements are due to other reasons. Since we use a short-term inpatient data and mild sicknesses are not observed, this result is only a short-term effect.
