台灣雲嘉地區農廢露天燃燒事件分析 —空氣品質影響與排放量推估

摘要


本研究利用質量守恆殘差法,一異於排放因子法之空氣污染物質排放量計算方法。質量守恆殘差法利用例行監測數據進行污染物排放量推估,以提供一無需污染物排放因子資訊之污染物質排放量推估方法。本研究針對民國91年11月27日至28日,因密集農廢燃燒造成台灣中南部地區嚴重空氣污染現象進行監測資料分析,並利用質量守恆殘差法進行事件日期間中南部五縣農廢露天燃燒污染物質排放量之計算。結果發現,在事件日期間之大規模污染物質排放行為主要發生在11月27日。11月27日當天,台灣中南部五縣總CO、NMHCs、NOx、PM10及SO2排放量分別為665.4、153.2、40.5、103.5及10.7公噸,因此造成該區域之嚴重空氣污染情形。本研究進一步利用稻作收穫進度記錄,進行中南部五縣之農廢露天燃燒污染物質排放因子的計算,求得各地區之污染物質排放因子。

This study uses mass conservation residual (MCR), a method for air pollutants emission estimation, which is different with the emission estimation method using emission factor. MCR estimates the air pollutant emission with routine monitor data, which provides a pollutant emission estimation method, doesn’t need the information about emission factor. This study focus on the analysis of routine monitor data of Taiwan mid-west region occurred serious air pollution incident during 27 to 28, November in 2002, result of the highly concentrated burning of the agricultural waste. And calculating the air pollutants emission from the outdoor agricultural waste burning in five counties in Taiwan mid-west region during the incident by MCR. The result shows that the major big scale emission during the incident period is occurred in 27, November. In 11/27, the total emission of CO, NMHCs, NOx, PM10, and SO2 in five counties in Taiwan mid-west region is 665.4, 153.2, 40.5, 103.5, and 10.7, respectively. This causes the serious air pollution incident in the region. This study further uses the progress report of harvest of rice field to calculate the air pollutant emission factors of the outdoor agricultural waste burning in five counties in Taiwan mid-west region, and got the air pollutant emission factors in each counties.
