面對知識經濟與知識社會的來臨,從1990年代初起,企業組織曾蔚為風潮,紛紛導入知識管理系統,企圖藉科技支持知識管理,將知識價值有效建置及高效運用;而諸多創業家,也期望能促成知識產業的興起。惟證諸台灣社會與產業,知識管理系統的建置與運用,似乎仍只侷限於少數企業組織,而有限的知識科技公司,也多處營運困境。究竟何種因素導致現況?技術?營運模式?知識管理架構問題? 觀察人類社會發明及運用電腦的成功過程,應可作為推廣KM的借鏡。1970至1980年代,中大型電腦盛行,天價與複雜是其特色,故只有大公司及政府能負擔擁有與運用,人們冀望的電腦時代遲遲未能來臨。不過,當矽晶片運用及微電腦發明上市後,廣大的應用市場與社會各階層的使用,不過20年間,資訊社會、資訊時代、網路社會、數位社會及數位經濟等都快速形成。原來,應用技術、需求市場與社會環境等,才真正是技術產業興起的關鍵。 本研究從上述立論,探索文獻並檢視資通科技、數位社會與需求市場,彙整的資訊,充分證實整體環境已經足以提供「個人化、協同商務化與社群化」知識管理的運用,也推論藉著個人/社群等廣眾化及加值化運用知識管理的模式,才能促成知識經濟與知識社會的到來。全文試擬兩項知識管理建置個案的規劃,除作為推論驗證外,也提供有意者執行與後續研究參用。
The knowledge management (KM) has been applied to the enterprise since the early 1990’s. However, it seems that the KM industry has not been developed through the market practice in Taiwan, no matter the KM solution is local package or licensed through import. Those KM companies such as Tornado has been suffered the sluggish market for many years. If the knowledge-based economy is the trend for the new century, why the market’s reflection to the KM Industry is so slow? If the enterprise’s competence needs to be based on the KM value chain in its organization and daily operation, why this practice can not be implemented in most of companies? When the computer was first introduced into the business in the 1970’s~1980’s, it was too expensive and complicated to be implemented for the popular practice. It was until the invention of chip and the commercialized personal computer was introduced into the market when the computer application became booming and the humankind started enjoying the computer age. It seems the critical technology, market need/affordable cost and environmental readiness in society are the three key factors for the successful practice of new technology. The KM Industry needs the same kind of environmental shaping. Actually, in early 21st century, the dynamic environment really shaped the changes for the KM practice. Technologically, the on-to-knowledge (Ontology) approach guides the breakthrough of the search engine for new-generation KM solution; sociologically, the robust digital- society provides the infrastructure and mechanism for KM implementation; economically, the market needs from the personal improvement of self-competence and the Collaborate Commerce business model drive the more affordable KM architecture for practice. Therefore, it should be the right timing to develop and implement the Personal Knowledge Management (PKM) or Community Knowledge Management (CKM). Once more people in the society will enjoy the PKM or CKM, we will see the coming of the knowledge-based society as well as the knowledge-based economy. Two cases are included in these feasible studies to witness the knowledge platform of PKM and CKM.
