森林經營目標形成過程之探討---以台大實驗林為例

摘要


隨著時代潮流轉變,林業機關的經營方式也逐漸轉型,從單純林木生產轉變為適應性生態系經營,在林業機關中最重要、最基本的是經營計畫書,規劃乃是透過組織目標的設定,擬訂達成目標的策略,進而周延整個計畫架構,再加以整合與協調。 本研究依據目標管理的精神與作法,並以策略管理SWOT分析方法,嘗試在編訂經營計畫過程中,歸納出一套符合林業機關的目標形成模式,並以台大實驗林區管理處為個案,導入訂定目標與策略,以適用於林業機關。 本研究目標形成是採由下而上方式,藉由上下層級間溝通形成各組目標後,再綜合訂定總目標,此外,在組目標之下,發展執行策略, 並予整合以供作為各組未來指導方針。經研究結果與個案套用後,發現所形成目標幾乎被接受,證明是適用於林業機關,以期供日後參考之用。

As time goes by, the conception of forest management in forestry organization has changed from the single purpose to the ecosystem management. The most important and basic guideline for the forestry organization is the management plan. Also, the management plan is formed by the goals of the organization, the objectives of the division, and the strategies of the objectives. Furthermore, integrate and coordinate the whole plan structure. This study used the theory of the management by objectives (MBOs) and the method of the SWOT analysis. At the same time, try to set a model for the forestry organization forming its goals into the management plan. Moreover, we took the Nation Taiwan University (NTU) Experimental Forest as a case study, and applied the MBOs and SWOT analysis for it. This study forming process of the goal of NTU Experimental Forest management was based on bottom-up approach. Also, we used negotiation with different level divisions to form the objectives of each division. Then integrate the objectives into the goals of the organization. In addition, develop the strategies under the objectives of division, and integrate these strategies as the guidelines for every division. As the results, it found that the goals forming by the MBOs and SWOT analysis on forestry organization was feasible and could use the theory in Taiwan.
