兩岸郵政保險業務經營方式之比較研究

摘要


本研究在探討兩岸郵政機構之保險業務經營方式的比較,希望藉由對兩岸郵政保險經營的介紹,了解兩岸郵政保險市場發展之異同,並提出建議供參考。本研究首先介紹郵政機構之歷史發展與業務經營現況,兩者雖肩負相同之使命,但在不同的政策引導與消費水準下,所形成公司組織結構、經營績效與未來發展目標也有所差異。接續介紹兩岸郵政保險之商品結構、各項作業流程、資金運用狀況及業務行銷管道,大陸保險市場起步雖較晚,但人民對保險的需求增加且具龐大市場的情況下,成長相當快速。而台灣保險市場相對於大陸保險市場發展較為成熟,法令規章也相對嚴謹,作業限制較多。兩岸郵政機構在不同法令的規範下,其產品種類、行銷管道及作業方式等方面也有不同之處。 本研究採用描述性研究方法,將兩岸郵政保險經營之現有狀況、相關期刊、文獻透過整理歸納後給予敍述說明並加以解釋。本研究最後嘗試分析兩岸保險業務經營方式的異同,但礙於資料取得之限制,無法涵蓋全部經營項目,僅就可取得之資料做出彙整表,並對未來之經營策略提出建議,希望可以給學界及實務界做為參考之用。

This study explores the comparison of the insurance business operations of the cross-strait postal agencies. Through the comparison of postal insurance operations across the Taiwan strait, we can understand the similarities and differences in the development of the postal insurance market. This study introduces the historical development of postal agencies and the current state of business operations. Although the postal agencies across the Taiwan strait both have the same mission, they also have different in the organizational structure, operating performance, and future development goals under different policy guidance. Followed by introduction of cross-strait postal insurance commodity structure, we introduce various operating procedures, capital utilization status and business marketing channels. Although the mainland insurance market has developed late, it grows very fast because the economics drives the demand for insurance increases. As the insurance market in Taiwan is relative mature comparing to the mainland insurance market, the laws and regulations are also relative rigorous. There are more insurance operation restrictions in Taiwan. The postal agencies across the Taiwan straits have different requirements in terms of product categories, marketing channels, and operating methods under the specifications of different laws and regulations. This study adopts a descriptive research method to explain the current conditions of postal insurance operations across the strait and to analyze the similarities and differences between the business practices of the cross-strait insurance business operations. Due to the limitations of data acquisition, it was impossible to cover all the postal business projects. To collect more data to conduct the quantitative analyze should be rewarded in the further study.
