中國大陸邊境反恐戰略推動現況之研究

人類文明社會發展至20世紀中葉時，「恐怖主義」也伴隨著時代趨勢從中漸行孳生，也開始成為了當代各國政府、國際關係研究者們密切關注的區域安全議題。「911」恐怖攻擊事件發生後，其所引發的慘重損害不僅震驚世界，更促使美國等國家開始積極推行反恐戰爭作為，亦表明了「恐怖主義」問題已成為當代國際間中最重視的非傳統安全議題之一。中國大陸近年表現的國力雖恰似當代國際強權，但與西方各國相較，其過去多年間對於「恐怖主義」的關注與認知相較滯後。然而近年多起源自分離主義、社會矛盾的重大恐怖攻擊事件，以及區域安全情勢的複雜化，亦導致大陸所面臨的恐怖威脅持續增強，其政府部門更因而採取較顯積極強勢的應對作法。本文旨在分析中國大陸近年面對諸多恐怖威脅時，官方人員提出了哪些應對舉措，文中探討了有關大陸反恐思維的發展歷程、邊境反恐戰略施行的成效良窳等面向，並概略推估出其反恐政策未來應有哪些精進作為。也提及，在內、外部恐怖威脅的衝擊下，大陸政府近年一方面在境內積極完善反恐立法、設立相關機構以資應對，同時加強培訓各級單位查緝、防範恐怖攻擊的能力。另一方面，中國大陸也在國際間積極參與反恐活動，除對外展現負責任大國形象，並藉此獲取一些外交發展上的利益，故此戰略的推行對其而言必是有益無害的。

The paper explores the development of the anti-terrorism thinking in the mainland and the effectiveness of the implementation of the border anti-terrorism strategy, and roughly estimates its What advances should be made in the future of the anti-terrorism policy.
