面對新一輪的全球變局,中共所提出「十四五」規劃中關於金融發展的內涵及其未來規劃,就普惠金融的過去(「十三五」規劃中關於普惠金融的重要部署)、現在與未來發展進行分析,欲協助讀者更清楚掌握中國大陸十四五時期金融發展的規劃,以普惠金融為例,中國是否真能透過普惠金融政策的改革,與支持三農經濟、中、小、微企業、青年創業等,透過科技創新與產業轉型、建構規範化市場、城鄉區域經濟循環、自貿區戰略發展等,擴大國內市場與內需創造解決國內經濟發展困局,實現以國內大循環為主體、國內國際雙迴圈相互促進經濟的新發展格局;且進一步觀察台資銀行及台商企業在此際遇,能否在中國大力發展普惠金融體系浪潮下,憑藉自身金融經驗、與台灣ICT產業鏈的優勢,結合在陸台商供應鏈系統,透過數位金融科技進步,與區塊鏈、大數據等技術,開發數位普惠金融商品,不僅服務在陸台商,更能普及化、平民化的讓中小企業與多數群眾能享受普惠金融商品的服務,不僅分享中國惠台政策紅利,並在中國普惠金融體系的市場佔有一席之地。
