中國普惠金融發展研究 --- 兼論對台商及台資銀行之影響

摘要

面對新一輪的全球變局，中共所提出「十四五」規劃中關於金融發展的內涵及其未來規劃，就普惠金融的過去(「十三五」規劃中關於普惠金融的重要部署)、現在與未來發展進行分析，欲協助讀者更清楚掌握中國大陸十四五時期金融發展的規劃，以普惠金融為例，中國是否真能透過普惠金融政策的改革，與支持三農經濟、中、小、微企業、青年創業等，透過科技創新與產業轉型、建構規範化市場、城鄉區域經濟循環、自貿區戰略發展等，擴大國內市場與內需創造解決國內經濟發展困局，實現以國內大循環為主體、國內國際雙迴圈相互促進經濟的新發展格局；且進一步觀察台資銀行及台商企業在此際遇，能否在中國大力發展普惠金融體系浪潮下，憑藉自身金融經驗、與台灣ICT產業鏈的優勢，結合在陸台商供應鏈系統，透過數位金融科技進步，與區塊鏈、大數據等技術，開發數位普惠金融商品，不僅服務在陸台商，更能普及化、平民化的讓中小企業與多數群眾能享受普惠金融商品的服務，不僅分享中國惠台政策紅利，並在中國普惠金融體系的市場佔有一席之地。

In the face of a new round of global changes, the connotation of financial development in the 14th Five-Year Plan of China. The fu-ture plan proposed by the CCP will discuss the past of inclusive finance (an important deployment of Inclusive Finance in the 13th Five-Year Plan) . To analyze the current and future development, and to help readers better understand the financial development plan in mainland China, during the 14th Five-Year Plan period. I will take the Inclusive Finance as an example, whether it is really possible to reform and support the rural economy, small and medium-sized enterprises through the reform of inclusive financial poli-cies, micro-enterprises, youth entrepreneurship, etc.
To solve the domestic economic development dilemma and realize a new development pattern with the domestic big cycle, as the main body and the domestic and international dual-loop mutual promotion. Let’s observe how Taiwan-funded banks and enterprises can do. Whether under the wave of China's vigorous development of the In-clusive Financial system, can it rely on its own financial experi-ence, combined with the development of the supply chain system of mainland Taiwanese and digital financial technology, to enjoy the benefits of Taiwan's policy and occupy a place in the market of mainland China.
