中國「一帶一路」倡議對台灣發展之影響

「一帶一路」的構想及規劃，政策及總體戰略構想是十三五計畫中的重要戰略，主要有因應中國大陸新一輪改革開放及平衡區域發展、其戰略可成為擴大中西部開放、打造中西部經濟升級版的重要引擎與消化過剩產能同時促進中國大陸產業升級轉型。尤其「一帶一路」在「亞投行」龐大金融支撐下，將進一步推進亞歐區域聯結，牽動現有兩岸經貿投資關係，也將衝擊台灣企業的對外發展。本文旨在探討中國「一帶一路」政策對台灣發展之影響，該戰略發展基礎與執行的形成，受到國際因素，經濟全球化與區域整合概況，美國和國內因素的影響。中國「一帶一路」執行策略，引用「絲綢之路經濟帶」與「海上絲綢之路」來連結沿線國家，使中國成為貿易輸出強國。中國已成為世界第二大經濟體，影響力直達歐亞非大陸，最後將改變世界自由貿易區域經濟版圖，與在國際上政治影響力。台灣的經貿角色受到影響，台灣漸漸被區域經貿合作邊緣化。面對世界經濟主軸的翻轉，台灣政府須做經濟層面的因應，台商企業也應該做好因應對策，找出可貿易轉移或經貿創造的機會，以避免遭受損失。

This thesis aims to explore the impact of China's strategy of “One Belt and One Road" on Taiwan's development, which development and implementation are shaped by its domestic factor and international factors meaning economic globalization and regional integration. In order to make China as major economic power of export, the tactics to put “One Belt and One Road" into practice is via the “Economic Belt of Silk Road" and “Maritime Silk Road “connecting the countries along the Road. As the world second largest economy China has influence on Eurasian continent, and will have the power to lead world economic and global governance in the near future. Taiwan's challenge in regional economic cooperation is increasing accordingly. In order to address the challenge,Taiwan's government and industries should increase the chance of trade transfer and creation.
