開放中國大陸居民來臺觀光對臺灣的影響與效益分析

摘要

自2008年7月台灣開放中國大陸居民以團體之形式來臺觀光，至2011年5月來台的中國大陸居民已達235萬4千多人次，在台消費金額估計達新台幣1197億元，對台灣經濟的助益至為可觀。2011年1月起，每日人次上限乃由3千人調整為4千人顯示中國大陸居民來臺觀光絡繹不絕的情況。根據統計，去年陸客來台人數達163萬人次，促使台灣的GDP增長新台幣650億元，台灣經濟成長率向上推升了0.28％。
開放中國大陸居民來臺觀光對台灣甚至對兩岸的意義，絕不僅是商機而已，更重要的是，它開創了兩岸人民直接對話交流的機會，有利於增進彼此的相互瞭解。由於台灣與大陸有歷史與人文的關聯，如今又處於政治、經濟的微妙競合關係，尤其在2008年馬英九政府執政後，兩岸關係穩定發展，特別是開放中國大陸居民來臺觀光，象徵兩岸交流又邁向一個新的里程碑。
兩岸居民往來是不可逆的形勢，台灣經濟發展更因此注入活水。本文從中國大陸居民出境觀光的各項統計資料為基礎，分別藉由各項資料來探討開放中國大陸居民來臺觀光對臺灣的政治、經濟、社會文化的影響，期許為臺灣的觀光發展與兩岸關係未來發展做一個探索之角色。透過兩岸開放彼此居民相互觀光後我們樂見，在未來兩岸交流的過程中，觀光可以發揮更積極的影響，使「和平共榮」的兩岸關係進一步得到深化與鞏固。
在最後的部分，評估未來中國大陸居民來臺觀光的走向，並且歸納相關政策之建議，提出個人的研究結論，作為本論之之總結。

Taiwan allowed mainland tourists in groups to visit from July 2008.
Until May 2011,the number of mainland visitors had reached 2.35 million and 4 thousand. Besides, the amount of consumption was estimated to be NT 119.7 billion dollars. This absolutely helps a lot with Taiwanese economy.
From Jan.2011, it shows mainland tourists is increasing when a maximum of tourists is changed from 3 thousand to 4 thousand per day.
According to the statistics, the number of mainland tourists had reached 1.63 million last year, which made Taiwan GDP went up to NT 65 billion and Economic Growth Rate increased for 0.28 percent.
Allowing mainland tourists to visit Taiwan is not only for doing business but also for creating opportunities to communicate to know more about each other.
Because of relates history and humanities, politics and economy is in subtle competing nowadays.
Especially when The Ma Administration came into power in 2008, the relationship of both sides has been going stably. Additionally, it makes a brand new milestone in the crossstraits exchanges and cooperation when Taiwan allowed mainland tourists to visit.
Crossstraits exchanges and cooperation is unstoppable and it brings energy to Taiwan economy. Based on statistics of mainland outbound tourism, this text discusses each aspect of Taiwanese politics, economy and society that mainland tourists brings
and be an explorative role in future development.
Also, with this policy of allowing mainland tourists visiting, tourism can bring its activeness into full play and help "peace and prosperity" strengthened and go smoothly.
In the final part, this text will end up with estimating the following direction about mainland tourists visiting and generalizing the conclusion, suggestion and private study.
