摘要

現在醫療技術的進步及國人對健康觀念的提升，國人的壽命也越來越長。台灣的人口結構十年內即邁入超高齡化社會，政府在老人照顧服務政策與福利措施雖已建構，「長期照顧服務法」於2017年上路，但政策趕不上台灣人口結構老化之速度。高齡者的身心需求在於健康上的照護，期望預防勝於治療，並擁有高品質的養老生活。本創業計畫提出多元照護結合互聯網之經營模式，以「扶老攜幼」的概念，融入在地養老思維，創建「扶老園」銀髮園地，提供社區式的園區並利用電子商務平台結合為一體的構想，為養老照護服務提供創新模式。
本計畫分析相關文獻及數據，以台灣人口高齡化、少子化趨勢、老人生活及照護型態，分析未來台灣長期照護產業市場，並參考日本長期照護產業發展及個案經營策略，進行市場評估、競爭分析、建構商業模式與營運計畫、財務分析，進而形成「扶老園」創業經營構想。具體而言，「扶老園」以社區居家形式為出發，建構多元服務種類，利用電子商務平台及手機APP行銷方式，同時打造「手作工坊」電商銀髮微創世界，專為園區銀髮長者之手工藝品、創作、畫作等提供銷售平台讓其手作成品有所展現。本創業計畫亦提供中高齡轉職者與婦女二度就業的機會。

The improvement of medical technology and health concepts bring longer lifespan, and they also make Taiwan become a super-aged society in a decade. Albeit the frameworks of elderly care service policies and social welfares are constructed, as well as the Long-Term Care Service Act is legislated, the policies are still unable to catch up with the paces of aging population. From the perspective of health care, prevention is better than cure for the physical and psychological needs of elderly, and at best, is able to provide them a high quality retire life. The venture is to deliver a business pattern with multi-care and internet, establishing Fu-Lao Yuan as a senior corner with local ideologies and the concept of living with elder and younger. In the meantime, Fu-Lao Yuan would become an innovative pattern of aged care services, providing community by combing with an e-commerce platform.
The study embraces various analyses from relevant literature and statistics, extracting data from the studies of aging population, the tendency of low birth rate, the life of elderly, and the patter of care to analyze the long-term care industry in Taiwan. Moreover, by referring long-term care industry and relevant case studies in Japan, the scheme of Fu-Lao Yuan is built from market evaluation, competition analysis, business and operation plan, and financial analysis. In particular, Fu-Lao Yuan is a community with multiple services, and by using e-commerce platform and mobile phone APP, handmade workshops of micro-business entrepreneurs of elderly are constructed. The workshop would provide handmade crafts, creations, and paintings to the elderly in park. The venture also offers job opportunities to elderly transferees and returning-to-work women.
