摘要

本研究主要探討臺灣因應恐怖主義威脅之反恐機制研究，近年來，恐怖主義的威脅行動有了快速進階的成長，世界各國應放棄以往的傳統思維，全面解析恐怖主義為何會在短短時間內，造成全球如此重大的傷害，臺灣地處東亞地區之要衝關鍵地位，實在不可等閒視之，這是本論文之研究動機及目的。
臺灣雖因國土無和他國接攘，恐怖主義的威脅對我尚無重大進展，惟因為兩岸政治分歧的關係，無法參與許多國際性組織，連帶影響在情報方面的取得，無法立即有效因應，幸而，我們依舊與世界主要國家保持非官方的密切聯繫。
近年來，我國也因應恐怖主義威脅日益加劇而強化自身防禦能量，本論文也將相關法令、措施、作法加以條列式說明，並提出個人研究看法，作為以後研究相關議題的研究者參考。

This paper studies Taiwan's antiterrorism measures and responses over terror threats. In light of the global increases in the number of terrorist attacks, it has become imperative to act now before the problem of terrorism gets really serious.

Taiwan, located in East Asia, has no land border wither countries and does not list top terror targets. However, due to the China’s growing economic and political power, Taiwan is unjustly excluded from international organization and lacks direct access to gather sources. Nevertheless, Taiwan has been maintaining close and unofficial contacts with other nations to obtain counter-terrorism intelligence to heighten its alertness to terrorist activities.

This paper has systematized the relevant regulations, measures and also brought in various viewpoints for further references.
