照顧服務管理資訊平台系統之成效評估

Effectiveness Evaluation of Care Service Management Information Platform System

摘要


本研究主要目的為探討擔任照顧服務管理專員對衛生福利部社會及家庭署照顧服務管理資訊系統之「照顧服務管理資訊平台」,自106年4月1日起新系統改版擴充版本的使用,與舊照管系統(至106年3月31日)的舊案轉銜,個案評估為長照2.0新式評估量表使用滿意度、效益及其影響因素。 本研究以不記名問卷調查方式進行,問卷中不收集填答者或其工作單位等足以辨識個人之資料。研究流程依序為:(1)設計研究問卷:參考過去相關研究文獻及研究問卷,組合並修改成適合調查照顧管理專員及其工作情境之問卷;(2)修正問卷:邀請至少三位相關領域學者專家協助修正問卷,並邀請至少三位照管專員或督導檢視問句是否需要調整;(3)正式發放及回收問卷:依據統計文獻之建議,收集足夠份數之樣本,回收有效樣本共134份;(4)資料分析:使用SPSS及Smart PLS統計軟體分別進行敘述統計及假設檢定。 本研究結果顯示: (一)照管專員對照顧服務管理資訊平台系統「使用意願」、「使用者滿意度」都抱持正面之態度。 (二)照管專員使用照顧服務管理資訊平台系統之「系統品質」正向影響照管專員「使用意願」、「使用者滿意度」、「淨效益」。 (三)照管專員使用照顧服務管理資訊平台系統之「資訊品質」正向影響照管專員「使用意願」、「使用者滿意度」、「淨效益」。 (四)照管專員使用照顧服務管理資訊平台系統之「服務品質」正向影響照管專員「使用意願」、「使用者滿意度」、「淨效益」。 (五)照顧服務管理資訊平台系統之「使用者滿意度」負向影響照管專員「對工作壓力」。 將研究建議結果,可提供給衛福部社家署與各縣市政府長照中心參考,以改善或提升其照顧服務管理資訊平台服務整體效益,進而減少其照管專員之工作壓力。

The main purpose of this study was to explore the use of the Care Services Management Information Platform for the Care Services Management Information System of the Department of Health and Welfare of the Ministry of Health and Welfare as the care services administrator's use of the revised version of the new system as of April 1, 2006. The old case transfer of the old care system (up to March 31, 106) was assessed as the use of satisfaction, benefits, and influencing factors for the Longview 2.0 New Assessment Scale. The study was conducted by an anonymous questionnaire survey. The respondents did not collect data sufficient to identify individuals such as respondents or their work units. The research process is to (1) design and research questionnaires: refer to related research literature and research questionnaires in the past, combine and modify questionnaires suitable for the investigation of care managers and their work situations; (2) correction questionnaire: invite at least three scholars in related fields Experts assisted in the revision of the questionnaire and invited at least three caretaker or supervisors to check whether questions need to be adjusted; (3) Formally issuing and retrieving questionnaires: Collecting a sufficient number of samples and recycling 134 valid samples based on the statistical documentation; (4) Data analysis: Statistical software and hypothesis testing were performed using SPSS and Smart PLS statistical software. The results of this study show: (a) The Caretake Officer has a positive attitude towards the "willingness to use" and "user satisfaction" of the Care Services Management Information Platform System. (b) The “system quality” of the caretaker’s use of the care service management information platform system positively affects the “willingness to use”, “user satisfaction” and “net benefit” of the caretaker. (c) The “Information Quality” of the caretaker’s use of the care service management information platform system positively affects the “willingness to use”, “user satisfaction” and “net benefit” of the caretaker. (d) The “quality of service” of the caretaker’s use of the care service management information platform system positively affects the “willingness to use”, “user satisfaction” and “net benefit” of the caretaker. (e) The "user satisfaction" of the Care Services Management Information Platform system has a negative impact on the work of the Commissioner. The findings of the research proposal can be provided to the Department of Health of the Department of Health and Social Welfare, and the county long-term photos of the county government to improve or enhance the overall effectiveness of its care service management information platform services, thereby reducing the work pressure of its caretaker.
