我國非傳統安全之實踐與挑戰-防制校園毒品問題

青少年濫用藥物防治的議題始終成為我國行政院與法務部推行的重點工作之一。在全球化時代的來臨,加速了各國間資訊的流動,而毒品犯罪亦在其中,因此非傳統安全開始被重視。青少年的發展對國家影響極為深遠,在 2017 年教育部所頒布「防制學生藥物濫用實施計畫」為現今各級學校防制工作的依據。透過文獻分析,研究者歸納研究發現與建議為:其一毒品防制工作需要從校園開始;其二校園毒品防制工作宣導要切合學生的需求;其三毒品防制工作的成效不單是校園防制工作的推行,也會受到其他因素影響,如:家庭功能、心理因素、新興毒品竄流等;其四校園毒品防制工作需要落實追蹤與檢討;其五校園毒品防制工作要各單位共同合作。校園毒品防制工作的紮根,不僅可以保障青少年的身心健康,也能夠維持國家社會安定,進而提升國家未來的競爭力。

Teen drug abuse prevention issues always become one of the priorities of the Executive Yuan and the Ministry of Justice implemented. In the era of globalization, accelerated the flow of information between countries, but also in drug-related crime which, therefore non-traditional security began to be valued. Development of young people is extremely far-reaching impact on the country in 2017 Ministry of Education "Student Drug Abuse Prevention Implementation Plan" for today's schools at all levels of prevention and control work in accordance with enacted. Through literature analysis, the researchers summarized findings and recommendations: First, drug prevention and control work needs to start from the campus; Second, drug prevention in campus outreach to meet the needs of students; the effectiveness of drug prevention work. Third, not only on campus implementation of prevention and control work, will also be other factors, such as: family function, psychological factors, such as channeling new drugs; Fourth, campus drug prevention and control work need to be implemented to track the review; Fifth, campus drug prevention and control work to various units co-operation. Rooted campus drug prevention and control work, not only to protect the physical and mental health, national social stability can be maintained, and thus enhance the future competitiveness of the country.
