臺灣的自然環境條件惡劣,天然災害頻仍,每每導致嚴重的人民生命財產的傷害與損失,社會各界對於災害的問題一向非常關心。鑒於災害防救是一項整合性隨時備戰的永續長期性工作,更需日積月累地持續推動,因此,政府相關部門也相當積極推動災害防救工作,防災科技研究活動亦逐年增多。 本研究之都市防救災決策展示系統具備災害管理四個階段:減災、整備、應變及復原重建等所需之相關靜、動態資料庫蒐集、整合建置工作,提供在災害的類型上,包括颱風、水患、土石流及地震等臺灣發生頻率最高及災情最重的天然災害之整合型之決策展示系統。系統特色則能讓使用者藉由電腦單機或網際網路方式,快速取得監測、預報及預警資料,並透過系統分析模組研判危害度及災情變化,並以地理資訊系統作為空間資料分析及圖形顯示,進而利用救災資源資料庫達到應變指揮、控制及派遣等整合決策之用,本文最後以臺北市防救災決策展示系統之雛形說明之。
Natural Disasters occure frequently in Taiwan because its environment is weak to natural hazards, those disasters often caused serious casualities and property Losses. Government authorities and the society are concerned very much about disaster prevevction and response. Related research projects for various countermeasures are increasing in number year by year. The disaster decision-Making display system in this article possesses the relevant static and dynamic database for the four stages of disaster management: mitigation、preparedness、response and recovery. This system includes hazards happened frequently in Taiwan, such as typhoons、floodings、debris flows and earthquakes. This system is designed to let the user quickly obtain the monitoring、forecasting and pre-warning information through personal computers or the internet. The system analysis modulus can predict the risk degree and the variation of disasters situation Spatial Data analyes and graphical displays are carried out by the geography information system (GIS) idintegrated in this system. Then the rescue resource database can be used to support the decision making, like the incident command、control and dispatch.
