本研究旨在分析後期中等教育全民國防教育課程內涵,並探討後期中等教育全民國防教師應備學科專門知能層面及項目內涵,以作為爾後師資培育課程、教師(教官)在職進修及教育政策修訂規劃參考。本研究藉由文獻分析、學科能力轉換、焦點團體訪談及德懷術等方式,達成研究的目的。 文獻分析部分就全民國防教育的內涵與重要性,教師應備能力及其分析方法,以及後期中等教育全民國防教育課程分析與師資規劃,以作為本研究之立論基礎。學科能力轉換與焦點團體訪談部分,係依據教育部99學年度全民國防教育科必、選修課程綱要內涵項目、現行後期中等教育「國防通識課程教材」及國防部編印「全民國防教育補充教材」等項目內涵,編成初步訪談索引,再經國內學者專家、高中與大專國防通識教育主管及高中與大專全民國防教育優良授課教官等8人焦點團體座談,以建構初步問卷信度與效度。 德懷術部分,係由國內學者專家、高中與大專國防通識教育主管及高中與大專優良授課教官等15人,編成德懷術專家小組,進行三回合之問卷調查,以百分比、平均數及標準差等描述統計方法進行分析,有效建構出後期中等教育全民國防教師應備學科專門知能26個層面及98項項目內涵之需求程度。最後根據研究發現提出結論與建議,俾能爰提有關單位參考。
This research aimed at the purpose of analyzing the curriculum of All-Out Defense Education in the Upper Secondary Education, including the study of the required Subject Knowledge and Competency which the All-Out Defense Teacher should procure in the later period secondary education, and establishing in the future a curriculum reference of continuing study and education for the teacher (drillmaster) in office. In order to achieve the purpose of the study, the research focused on the analysis some of the literature on All-Out Defense Education, ability of subject conversion, group interviews and Delphi technique. Based on the literature, the basic argument of this research included the analysis of the content and the importance of teachers’ capability, and of All-Out Defense Education and teacher curriculum planned in Upper Secondary Education. On the part of discipline conversion and interview with the significant associations, the interview index would base on the Ministry of Education based on the elective syllabus and curriculum of 99 academic year in All-Out Defense Education, the existing Upper Secondary Education core curriculum course of All-Out Defense materials, and the Defense Department publication entitled All-out Defense Education supplementary taught materials. In order to establish its credibility and validity, the interview questionnaires were consulted by domestic scholars and experts, high school and college general education in charge of national defense and high school and college All-Out Defense Education instructors taught the fine 8 focus groups. As for Delphi technique part, a committee of fifteen members, included domestic scholars and experts, high school and college general education in charge of national defense and teaching high school and college instructors, would be established. The committee underwent three-round questionnaire survey to estimate the average standard deviation and the percentage statistical methods such as described in statistical analysis and effective Upper Secondary Education to build a All-Out Defense Teacher should be prepared in 26 disciplines of required Subject Knowledge and Competency levels and 98 items of the demand connotation. Finally and hopefully, the result of the conclusions and recommendations of this study could be helpful to authorities concerned.
