管線對都市地下工程建構影響之研究—以臺北捷運工程為例

摘要


為紓解大臺北都會區交通日益嚴重壅塞之問題,臺北市政府於民國七十七年起開始興建捷運工程初期路網,惟因施工路段道路下方密佈電力、電信、自來水、瓦斯、軍訊、警訊、雨水、污水、路燈、號誌及有線電視等十餘種公共管線,且與捷運施工位置有所衝突,故於施工前需先辦理管線遷移作業。然因管線種類及數量眾多、複雜,且可資參考之圖資大多與現況不符,造成管線遷移作業溝通協調耗時,使主體工程無法依既定排程進行,而延誤後續施工。 電力、電信、瓦斯等小型管線,可以在施工過程中,以拆遷、埋設之方式予以處理;然如污水幹管、自來水幹管等大型管線遷移方式,若於設計階段未予完善規劃,將造成施工中無法及時配合拆遷,則必須採取特別的方法處理之,例如現地吊掛保護。 本研究係由瞭解因道路管線遷移造成捷運工程施工阻礙及延誤狀況,再藉由探討市區管線遷移作業對捷運工程之影響,並尋找相關管線遷移影響因素及其較佳之作業方式,以作為日後規劃設計參考,期能減少日後監造單位與施工廠商間之契約爭議。

To relieve the increasingly and seriously traffic problems in Taipei metropolitan area, the Taipei City Government started to build the initial network of rapid transit systems from 1988. However, the public utilities, such as power, telecommunication, tap water, gas, military and police telecommunication, drainage, sanitary sewage, street lighting, traffic signal and cable television ...etc., have occupied the underground spaces of the roads and need to be relocated before construction of rapid transit systems. Due to the numerous amount, sophisticate types of the public utilities as well as the differences between as-build drawings and existing utilities, it is time-consuming to coordinate the relocation issues with the utility owners. Consequently, the construction schedules of rapid transit systems are postponed. Small scaled utilities, such as power, telecommunication and gas...etc., can be handle with dismantling and rebuilding, or suspension at open cut area during the construction of civil works of rapid transit systems. However, if the methods of relocation of large scaled utilities, such as main sewer and watermain, were not well planned in detail design stage, they would not be able to be relocated in time. Therefore, some special construction methods such as suspension have to be adopted to resolve the problems. By studying the impact of the civil works construction delayed by utilities relocation and the influence, this research looks for related impact factors of utilities relocation and better resolutions to be adopted in design stage, and intends to reduce the contractual controversy between the owners and contractors in the future.
