我國超輕動力飛行載具產業發展之研究

The Research for the Powered Ultralight Vehicle Industry Development

摘要


航空工業具有高度國際化分工之特性,技術層次極高,品質系統要求嚴格,牽涉之產業關聯性大,可提升產業技術水準,增加產品附加價值。因此,世界先進國家基於經濟競爭優勢及國防安全,均全力支持並將之列為國家重要策略性產業之一。政府為促進傳統產業升級、振興國內經濟繁榮,於90年10月24日成立「行政院航空產業發展指導小組」,將「航空運動休閒產業」列為政府施政之一部分,其中「航空運動休閒產業」中超輕型載具產業涉及國防、經濟、觀光休閒及航空事業發展,對產業升及發展高附加價值多有助益。 本研究之目的為針對「超輕型載具產業」作深入之研究,以利提供政府施政及業者投資發展之參考。主要之目的為: 一、調查及分析國內超輕型載具製造組裝廠商及維修廠商產能。 二、瞭解國外超輕型載具法規及產業之現況。 三、提出超輕型載具產業發展之建議。 本研究範圍及內容係以消費者需求之角度,來研究我國超輕產業之需求,因為只有消費者才是產品最終端的付費者,另外超輕載具分為有動力與無動力,由於無動力者對產業價質較低,有動力者產業價值較高且屬於航太工業之範疇,與國內之產業經濟政策相符,所以本研究之範圍如下: 一、研究產業範圍設定在具有動力之超輕飛機部分。 二、研究對象為國內超輕型載具飛行協會團體及超輕飛行場、超輕飛機製造廠商及超輕活動消費者。 三、研究內容為國內外超輕型載具產業能量、國內外有關超輕型載具法令及超輕機消費者行為等。 經研究獲得主要結論如下: 一、我國超輕航空產業規模小,屬於剛起步階段,市場規模及研發、生產能力有待加強。 二、消費者對超輕活動期望與滿意度有落差 三、消費者參與飛行活動與個人學歷、年齡、收入無關,參與飛行活動後,購買飛機之比例高,且對國內研製之飛機產品無排斥性,購買產品資訊來源則屬朋友同好及。 四、國內最適合的飛行活動地點在東部。 五、有無飛行經驗者未來參加飛行活動意願有顯著差異;但在「職位」上,具有顯著差異。

Aviation industry is characteristic of its highly internationalized work sharing. Its high technological level and strict quality requirement makes it widely related to other industries, so its development can often upgrade industry’s technological level and increase product’s added value. Advanced countries worldwide, in view of gaining competitive edge and assuring national security, all give full support to the development of aviation industry, and list it as one of the key strategic industries of the nation. In order to promote the upgrade of traditional industries, stimulate domestic economy, industrial scale, Aviation Industry Development Steering Committee was established and Aviation Industry Development Program was formulated, and ultralight vehicle industry is a part of The Program. Especially, The ultralight vehicle industry is involve to Native defence and Economics and Sightseeing and Aviation Industry Development, so that the planning and promotion of ultralight vehicle can be carried out concurrently. It is hoped that, through this program, an advantageous and high-value added industry can be created. The aim of this report is to research the “Ultralight Vehicle Industry” intensively, as a reference to the government for related industrial policies establishment, and to domestic companies for their future business investments. The subjects of this report contain: 1. Investigating and analyzing manufacturing and maintenance capabilities of domestic ultralight vehicle industrial companies. 2. Studying the rules and regulations related to ultralight vehicle industry, and exploring the current status of this industry internationally. 3. Providing strategic suggestions for the industrial development. Since the final costumers are the real users to pay for and to use the products, the report is based on the view of costumers to investigate the need of the ultralight vehicle industry in Taiwan. Besides, ultralight vehicles can be categorized by powered and powerless, in term of the driving sources. The powered ultralight vehicle is more valuable to the industry than the other, and this type of aircraft has already been one of the key products in the field of aerospace industry that the government sport to develop strategically. Therefore the scope of this report is confined within the following issues: 1. Industry: powered ultralight vehicles. 2. Objects: ultralight vehicles associations, clubs, and related airfields, aircraft manufacturers, and customers. 3. Contain: the industrial capabilities, codes and regulations, and costumers behaviors. According to the research and statistic testing the conclusions of the investigation of this report are: 1.The scale of the ultralight vehicle industry is still small, and just in the beginning stage. The capabilities of marketing, R&D, and manufacturing are necessary to be strengthened. 2.There is still an obvious gap in between the desire and satisfaction of customers to the ultralight vehicle activities. 3.The participation of customers to the ultralight vehicle activities is irrelevant to ones’ academic backgrounds, ages, and personal incomes. Customers tend to purchase ultralight vehicles especially right after taking part in the related activities. 4.The most appropriate location for the ultralight aviation activities in Taiwan is at the east of the island. 5.There is no clear difference of the intention, for attending the future aviation activities, of the people in term of their experience of flying. But there is indeed the big difference in terms of their occupations.
