大專院校之碳足跡盤查與改善策略—以國立台北科技大學為例

摘要


依據國際能源總署IEA/OECD於2007年出版之世界能源資料統計,2005年我國能源使用二氧化碳(CO2)排放量約為261.28百萬公噸,全球排名為第22名;另外根據自然雜誌的調查,2007年國家二氧化碳總排放量中,台灣排名全球第13名,二氧化碳排放量再增加,這是個值得重視的環保問題。根據2006年教育部統計各級學校之總使用電量為卅二億六千多萬度,其中大專院校約佔63%,用電量是佔各級學校用電量的最大宗。教育部將節能、環保列為大專院校校務評鑑中重要的評鑑項目之一,日後在校園能源使用與管理將會被要求進行溫室氣體的盤查、報告及驗證等管制之議題。本研究主要目的是對國立台北科技大學作碳足跡盤查,並於作業完成後產生排放清冊,其數據可為學校推動節能減碳之績效良否依據,以及相關改善策略之參考。 本研究首先以文獻回顧為基礎,而對國際溫室氣體盤查相關規範、方法、盤查工具、教育部校園溫室氣體管理系統及國內外校園現況等進行文獻回顧,研究大專院校之碳足跡盤查與改善策略-以國立台北科技大學為例,進行實際碳足跡盤查,以97年度作為盤查基準年,研究結果顯示,溫室氣體總排放量為20161.54(公噸CO2e/年);CO2排放量為12362.92 (公噸CO2e/年),占總排放量比例61.32(%);CH4排放量為722.65 (公噸CO2e/年),占總排放量比例3.58(%);HFCs排放量為7075.9 (公噸CO2e/年),占總排放量比例35.1 (%),另在人均排放量計算為1.561(公噸-CO2/人•年)。 本研究為初探性研究,除了進行排放源數據蒐集、數據量化計算,清冊產生等,並進行結果與探討分析,再綜理相關改善策略,例如,透過電力控管,管制空調使用時間;廢棄物處理以使用者付費方式之觀念等,以進行減量工作。最後提出結論與建議。限於研究時間短促其資料的完整性、準確性較不足,為提升及確認碳足跡盤查結果之可信度與完整性,建議後續研究,可針對本研究未盤查部分進行盤查研究。

According to the world energy statistics of 2005, published in 2007 by IEA/OECD, the CO2 emissions from fuel combustion of Taiwan was about 261.28 Mt and it was the 22nd of world rankings. In addition, the investigation results of “Nature” magazine showed that Taiwan was the 13th ranking country referring to total amount of CO2 emissions in 2007 in the world. Therefore, energy conservation and carbon reduction is an issue of environmental protection that could not be ignored in Taiwan. The statistics of Ministry of Education indicated that the total expenses of electricity power were more than 3.26 billions kw/h kw/h for all schools in Taiwan. Also, the colleges covered about 63% of the amount and were the largest sector. It makes Ministry of Education put energy conservation and environmental protection as important factors for valuation of colleges. The control of checking, report and certification of greenhouse gas emission would be demanded for energy utilization and management in campus. The main purpose of this research is to investigate the carbon footprint in National Taipei University of Technology and make lists of CO2 emissions; so that such data could be either counted for credit of energy conservation or for reference of improvement in strategy. The methodology of this study is to take literature reviews as its foundation. The international standards, methods and instruments related to the examine of greenhouse gases, managing system for greenhouse gases of Ministry of Education and the present situations in campuses of international colleges were reviewed to study the carbon footprinting and reduction strategy of colleges in Taiwan. A case study of National Taipei University of Technology has been done to cross-examine the carbon footprint in actuality and use the deta of year 2008 as base. The results showed as follows: total amount of gas emissions was 20161.54 (Ton CO2e/year); CO2 emission was 12362.92 (Ton CO2e/year) and was 61.32% of total amount; CH4 emission was 722.65 (Ton CO2e/year) and was 3.58% of total amount; HFCS emission was 7075.9 (Ton CO2e/year) and was 35.1% of total amount. The average emission per person was 1.561(Ton CO2e/person-year) This study was a preliminary work. It covered collection and quantification of data from source of emissions, making detailed lists, results analysis and finally conclusions and suggestions were submitted. As the restriction of time some work were not completed. It is recommended to the following researcher to investigate the possible inaccuracy and uncertainty of discharging coefficient method.
