應用德爾菲法與分析層級程序法建構技術移轉中心績效指標

Using Delphi Method and Analytic Hierarchy Process to Establish the Performance Index of Technology Transfer Center

摘要


技專校院現行之產學合作研究發展方式,包括:產學合作聯盟、產業園區、合作研發、顧問諮詢、技術與專利移轉、育成中心孵化、企業捐贈等七種方式。大專院校裡的研發能量以研究論文的發表、碩博士論文和專利、技術移轉或授權等的形式來呈現,並以技術授權金或教師升等方式,鼓勵實際研究創作之發明人。 國內成立技術移轉專責單位或指定專人處理技術移轉業務在學研機構類有6家,在高教體系類有26家,技職體系類有31家,共計63家。國科會每年亦有「績優技術移轉中心之獎助」評選。 本研究實施兩次德爾菲問卷獲得一致性與集中性的結果,針對技術移轉中心績效建構出六項二級指標、二十五項三級指標。實施分析層級程序法獲得二級指標項目的權重依序為:技術移轉成果管理、專利申請及維護管理、技術移轉與授權管理、技轉收入或對經濟之貢獻、研究成果管理、機構管理。三級指標權重的前五名依序為:年專利授權數目、年授權技術/產品成功商業化數目、受理校內專利之申請案、年專利獲得數目、年權利金收入。 本研究也提出管理意涵及對後續研究的建議,希望結論可以作為各大專校院內技術移轉單位評比的參考,或是提供給經費補助單位於評比技術移轉單位績效的參考,進而有效分配資源。

There are current seven ways for industry-academy cooperation and development in technological or vocational education system including industry-academy cooperation alliance, industrial parks, cooperative research, consultancy, technology and patent transfer, innovation incubation center, and enterprise donation. In these universities and colleges, the capacity of research and development mainly relies on research publications, dissertations and patents, and technology transfer or authorization. Besides, license fees and faculty promotion are used to encourage the inventors. In Taiwan, there are sixty-three technology transfer centers: 6 in research institutions, 26 in higher education system, and 31 in vocational education system. Among them, outstanding technology transfer center has been selected annually by National Science Council. Delphi questionnaire has been conducted twice in this research, and 6 second-level indicators and 25 third-level indicators on the performance of technology transfer centers have been consistently established. Furthermore, analytic hierarchy process (AHP) method is applied to calculate the weighting of each indicator. The priority order of these 6 second-level indicators are the management of technology transfer results, patent application and maintenance management, technology transfer and lisensing management ,or its contribution to the economy, the management of research results, and organization management of these centers. The top five priorities of the third-level indicators are the annual number of patent application granted, the annual number of technology licensing and product commercialization, the annual number of campus patent application, the annual number of patents obtained, the annual patent royalty income. This research also proposes managerial implications and makes suggestions for further studies. Hope this research be the reference for technology transfer centers in universities as well as colleges and for financial supporters to evaluate the performance of the receivers and thus to efficiently distribute their resources.
