油氣雙燃料車污染排放特性及其推動措施評估之研究

摘要


本研究探討政府在推動油氣雙燃料車補助措施執行之經濟效益與減量效益。本研究發現,由於民眾申請新購或換購低污染車輛之補助,還須自行負擔部份改裝費用,影響民眾意願。另氣價應隨油價調整,應維持一定比例之價差,但就目前實際現況來看,液化石油氣與汽油之價差已大幅縮小,讓民眾選用油氣雙燃料車之誘因已不高。本研究之經濟效益分析來看,使用油氣雙燃料車較汽油車每年可節省43,992元,換算成汽油燃料,每年可節省約1,516公升之95無鉛氣油燃料之使用。面對國際油價高漲,推動油氣雙燃料車可促使全國計程車改裝為油氣雙燃料車,不僅可節省燃料費,更可達到分散能源使用、減少環境污染等效益。 因此,本研究建議鼓勵原車廠引進原廠設計之液化石油氣燃料車並提供後續保修及保固之服務,藉以提升液化石油氣燃料車之使用率。並建議由地方政府研擬液化石油氣加氣站設置補助辦法,鼓勵現有之加油站、瓦斯分裝場兼營加氣站,提高便利性,才能提升駕駛人改裝意願。另外,在人口居住密集都會區,建議針對油氣雙燃料車、生質柴油車輛、油電混合車輛或電動車輛等,提供路邊停車免費或半價之誘因,提升民眾使用低污染環保車輛之意願。

This study aims at investigating the economic effectiveness and quantity reduction effectiveness in the promotion of the support policy of gasoline-LPG dual-fuel vehicle by the government. It can be seen in this study that in the support of the new purchase or the change to the low emission vehicle, the public’s willing is lowered because the public still has to pay part of the fee for the change of vehicle. Moreover, it is suggested that the LPG price should be adjusted along with the change of the gasoline price, that is, certain degree of price difference should be maintained; however, based on the current status, the price difference between LPG and gasoline has been greatly reduced, and the encouragement factor for the public to choose gasoline-LPG dual fuel vehicle is not too much. Take a look from the economic effectiveness analysis of this study, it can be seen that the use of gasoline-LPG dual-fuel vehicle can have an annual saving of 43,992 NT dollars as compared to that of the gasoline vehicle, in other words, if it is converted to gasoline fuel, about 1,516 liters of 95 lead-free gasoline can be saved each year. Face with the rising international oil price, the promotion of lpg dual-fuel vehicle can urge the change of taxi in the whole nation to lpg dual-fuel vehicle, which not only saves the fuel fee, but also can disperse the energy use and can reduce the pollution to the environment. Therefore, in this study, it is suggested that the original manufacturer should introduce the liquefied petroleum gas fuel vehicle designed itself and should provide later maintenance and warranty service so as to enhance the utilization rate of the liquefied petroleum gas fuel vehicle. It is also suggested that the local government should prepare the support method for the setup of gas station for the liquefied petroleum gas so as to encourage the current gas station and gas distribution site to operate the gas adding business to the public; in other words, through the enhancement of the convenience, the willingness of the driver for changing the vehicle would then be promoted. In addition, in highly populated metropolitan area, it is hoped that road side free parking or parking for half price can be provided for oil-gas dual-fuel vehicle, biodiesel oil vehicle, oil-electricity mixed vehicle or electric vehicle, etc. so as to enhance the willingness of the public to use the low pollution environmental protection vehicle.
