綠色供應鏈EuP規劃參考模式--以碎紙機產業為例

摘要

繼RoHS與WEEE後，歐盟於2005年7月公告能源使用產品（Energy-using Products, EuP）之生態化設計指令，這項指令因牽涉產品種類眾多，影響層面將比RoHS與WEEE更為廣泛。EuP生態化設計指令生效之後，產品環境化設計已由「道德訴求」正式轉換為「法規要求 」,而綠色產品的開發已由「理想」邁向「實踐」。其影響範圍擴及品牌廠商和各階層供應商 ,如何將EuP的概念和要求融入現有綠色供應鏈中成為”新的綠色供應鏈”，便成了各大企業的重要優先課題。有鑑於國內廠商在過去幾年間，為因應RoHS與WEEE而遭遇各種難題，故本研究將針對EuP指令及相關研究做深入的探討，建立EuP的規劃和導入模式；並提出企業案例供各界參考。
GreenSCOR為綠色供應鏈作業流程參考模式，該模式係在原有SCOR模型的基礎上嵌入了綠色設計及製造的思想。唯原有GreenSCOR之內涵在EuP的應用上有其不足，本研究就針對EuP的績效指標和活動項目提出建議，本研究依此修正來建構以GreenSCOR為基礎的EuP規劃模式。規劃模式分別從現況分析、策略分析、未來模式分析、及未來資訊系統依序說明。為驗證其使用性，文中並以碎紙產業P公司為例作說明。

Following RoHS and WEEE, European Union announced that EuP (Energy-using Pro- ducts) directive of July of 2005, this directive involves the product category numerously, it will be more extensive than RoHS and WEEE to influence the aspect.After EuP Directive to become effective , environmental design of products already from ' morals demand ' change into ' regulation requirement ' formally, the development of green products has already been marched toward from ' the ideal ' to ' practise '.Its influence coverage the brand manufact- urer and supplier of different levels, how to incorporate new supply concept and demand of EuP in the existing supply chain to become a " The new green supplies the chain " ,its become the important preferential subject of every big enterprise.
Owing to domestic manufacturer is encountering various kinds of difficult problems in conformity with RoHS and WEEE in the past several years, so this research will do the deep discussion to EuP directive and relation knowledge research, set up the planning of EuP and channel into the way; Propose enterprise's case for all circles' reference.
GreenSCOR is one green one supply chain homework procedure consult way, imbed getting green design and thought that make on the basis of original SCOR model. This research aims at setting up a set of EuP based on GreenSCOR and planning to consult the procedure.
Plan the procedure and analyse from present situation analysis, tactics separately, in the future the way analyse, and the information system prove in order in the future. In order to prove it is used, takes P Company of shredder industry as an example in the article.
