中央頒布容積移轉實施辦法,係為解決公共設施保留地取得及歷史建物之保存,台北縣自88年執行容積移轉成果多以計畫道路保留地為主,尚無法以容積移轉方式解決公園、廣場、停車場等公共設施保留地及歷史建物保存,並維護居民權利,臺北縣政府從89年即配合訂定容積移轉相關標準,並另訂定都市計畫土地使用分區管制要點等針對公共設施保留地取得及保存風貌建築提出容積獎勵措施,但尚有不足,且經多年執行未達預期成效,反造成負面問題,本研究將參考國內外實施發展權移轉或容積移轉於公共設施保留地、歷史建物之成功案例經驗,另分析現行台北縣容積移轉之問題,研擬適用台北縣容積移轉修正機制,其研究內容如下: 1.容積移轉國內外相關論述及案例實施經驗及統計研究。 2.國內實施容積移轉之法令探討及課題。 3.研究範圍之界定及現況分析。 4.建立適合台北縣容積移轉機制。 5.提出後續研究之建議。
Enacting TDR Regulation of Ministry of Interior at the Central Government, the purpose is to solve the reserved land for public facilities and to preserve historic architecture. Since 1999, TDR Standard Regulations from Government of Taipei county, this covers most of the planning road reservation by TDR mechanism. It is not be able to solve park, square, parking lot ...etc. Since 2000, Taipei County government announced TDR Mechanism criterion and offering incentives of Division of Urban Planning of Taipei County, it has to be reserved land for public facilities and preserved historic architecture. But the matters have not yet completed, learning experience of finishing TDR research and analyzing problems of foretime TDR Mechanism of Taipei County constitute new TDR Mechanism of Taipei County. Topics of dissertation with the follows: 1. Examples of International cases with executed experiences and statistics analysis of TDR 2. Research and study on Law of TDR 3. Define research scopes and current status analysis 4. Create TDR mechanism of Taipei County 5. Propose of research recommendations
