多目標鄰避設施廠址選擇問題

摘要


本研究探討鄰避(NIMBY, Not-In-My-Back-Yard)設施的廠址選擇問題。鄰避設施,如:核能發電廠、監獄、垃圾掩埋場或是飛機場,就整體社會的經濟發展或人類生活環境所需的宏觀角度而言,它所提供的服務與其存在性是必要的,但是由於此類型的設施會對設置的地區帶來負面的影響,時常導致當地居民的反對,因而產生了「不要在我家後院」或是「鄰避」的現象。因此,要如何適當的選擇鄰避設施的位置,使得設施的負面影響能夠最小,又能提供社會所需的服務,是一項困難且重要的議題。 本研究首先回顧過去廠址選擇問題的文獻並針對問題的特性進行比較,並且將鄰避設施的廠址選擇問題依照應用作出分類並分析其數學模型,藉以找出不同應用所適合的目標及限制式。接著本研究以飛機場的位置選擇為例子,藉由結合PMIP (p-median impact problem)和MCLPDC (minimum covering location problem with distance constraints)兩個模型,期望建構一個適合機場設置的數學模型。實驗部分則是使用線性規劃軟體CPLEX求出此數學模型的最佳解。

This paper discusses the obnoxious facilities location problems. General examples of obnoxious facilities are nuclear power plant, prison, waste landfill and airport. These facilities, they are necessary to development due to supplies the essential services to society. However, they are undesirable and often dangerous to their surroundings, which result in opposition of local resident to the installation of obnoxious facilities which are close to them. Therefore, it is a difficult but important issue that how to minimize the negative impact that located facilities had on the communities in the planning region and provision of services for society. This paper will firstly concentrate on the overview of the past research in facility location problems. We provide a classification of obnoxious facility location problems according to different applications. We also analyze the mathematic model to find out what the objectives and constraints are suitable for each different application. We propose a new model by incorporating the PMIP model with the MCLPDC model. The proposed model can be applied for choosing locations of airports.
