全球運籌概念下之大陸關務作業流程探討--以台灣IT廠商為例

摘要

全球運籌管理(Global Logistic Management)下的跨國企業，無論是在原料的進口或是成品的出口上，都必須面對各國的海關。若對當地海關的作業流程不清楚，輕則耽誤到貨物的通關時程，重則導致關務機關補徵相關稅收、處以緝私罰緩甚至發生違約情形而造成企業莫大損失。因此，關務問題可以說是業者在進行全球運籌管理上，無法避免也是最需要瞭解的一部分。
中國大陸其廣大的市場及低廉的生產成本，已經成為台商在全球的佈局下所不可缺少的一環。但其繁雜投資法令限制及海關作業的不確定性，往往也造成許多不必要的損失。因此，本研究便試著以全球運籌管理的概念為基礎，先對目前現有的兩岸分工模式及貨物通關流程有一個通盤的瞭解，然後透過本次的個案研究對象，以企業的角度為出發點，對所有通關作業的關係單位進行深度訪談，包括報關行、貨運公司、報關員及海關人員等，企圖對大陸方面有關海關進出口作業的規定及型態做一深入的分析與研究，並於台商通關流程中找出所有可能的控制點。最後以流程分析的方式，來找出個案企業之所以發生問題的真因，並輔以IDEF的手法來清楚呈現，期望能提供業者作為未來全球運籌下之關務問題的參考依據。

Whether materials importing or products exporting, multi-national corporations have to face the customs of every country in the global logistic management (GLM)。If the companies don’t understand the process of custom operation, it would be a delay of products delivery to make the company against the contract. Therefore, the custom process becomes the one of the most important issue in GLM.
Wider market and lower cost of main-land China are become the import part in GLM. But complex lows of investment and uncertain custom operations make Taiwan businessman lost a lot. In the beginning of the research, we study the reference of GLM and realize the custom operation in main-land China.Try to find out all the possible control points with a case study in a ODM enterprise from Taiwan and interview all the relate units, including customs brokers cooperation, transportation company and so on. At last, we use IDEF method to figure out all the custom process that our case has been through in main-land China and make advice for each job.
