台灣地區地方政府機關建築物能源使用效率分析-隨機邊界法之應用

摘要

本研究主要目的在探討各地方政府機關能源使用效率的差異，並希望透過外在環境因素的分析，獲得具有潛在節能空間的建築物及改進能源使用效率的方式。並且期望透過建築物能源使用績效的評比，能夠對於能源管理上可以提出有效的改善方向。但在進行各類型建築物能源使用績效評比時，建築物規模大小的不同、使用類型上的差異，又或者是處於不同的氣候環境，總總的因素都使能源使用評比增加了許多的困難性。
本研究應用資料包絡分析法與隨機邊界分析法，以民國九十七年台灣地區地方政府辦公機關為研究對象，利用DEAP 2.1與FRONTIER 4.1電腦軟體進行運算。其中資料包絡分析法以能源使用量為投入項，平均外氣溫度、樓地板面積、員工人數以及服務地區人口數為產出項進行分析。而隨機邊界分析法則決定採用Translog型式成本函數，以平均外氣溫度、樓地板面積、員工人數以及服務地區人口數為為之四種要素投入，能源使用量將其視為成本項，進行成本函數之技術無效率的估算，希望藉此評比出建築物之能源使用績效。

This research main purpose in Energy Efficiency Analysis of Government Office buildings in Taiwan, and hoped that through the external environmental factor's analysis, obtains has the latent energy conservation space building and the improvement energy use efficiency way. And look forward to building energy use through the performance appraisal, to energy management can make recommendations for improvements direction. However, in all types of building energy performance rating, the size of the different buildings, the use of different types, or is in a different climate and environment, the overall total energy of the factors that increase the use of rating the difficulty of many .
This study begins using data envelopment analysis and stochastic frontier approach,and set up the office of government in Taiwan in 2008 as the research data,and using of the DEAP 2.1 and FRONTIER 4.1 to analyze it.
