新加坡職涯教育與訓練制度對我國的意涵之研究

The Career Education and Training System in Singapore and Its Implications to Taiwan

摘要


我國人力素質在學歷逐年提升,但學力卻跟各產業實際所須有明顯落差,大學畢業生就業不易,值此之際,應共同打造一個可以協助在學學生、在職者、求職者、轉職者順利就業轉業的平台。本研究採專家訪談法探討分析新加坡職涯教育與訓練制度,新加坡職涯教育與訓練制度係以勞動力技能資歷系統為骨架,以繼續教育與訓練為血肉,完備新加坡職涯教育與訓練制度。其勞動力技能資歷系統將各產業之職場所需就業能力融入其資格鑑定之設計,使國民除具備核心就業能力外,並運用繼續教育與訓練之訓練及評估策略,促使國民具備產業間轉換之專業能力,統合多元的教育與訓練,提升該國國民就業能力降低其失業率,其建構職涯教育與訓練制度,強化職涯發展,學校至職場之無縫銜接,值得我國借鏡。 主要研究結論如下: 一、跨部會有效整合資源有計畫的培育人才,從需求面檢視當前及未來我國所需的人才,並應破除論文的迷思,強調專業不僅有助於縮短學用落差,亦能提升我國人力素質 二、當學歷和證照的鑑別度失效時,有公信力的檢定及發證單位有助企業認可 三、國外經驗需深入瞭解其制度之背景與策略,並視國情及社會環境調整 四、產學合作有助學生具備職場知能,大學應化被動為主動,結合社區資源、業界資源共同合作縮短學用落差 五、課程是大學的靈魂,職涯課程應以知識學習為體,業界實習為用,並輔以適當的評量策略,提升學校畢業生的素質 六、國家應提出鼓勵民眾在職進修之誘因,透過認證的RTO單位培訓,提升其核心就業力,促使國民具備產業間轉換之專業能力及良好的職場態度 七、資歷和學歷對照有助於提升大學回流教育之招生

This study used experts interviews method to explore Singapore career education and training system, Singapore career education and training system based on workforce skills qualifications system (Singapore Workforce Skills Qualifications System, WSQ) for the skeleton, continuing education and training (Continuing Education and training, CET) for the flesh, constructed Singapore career education and training system. that's workforce skills qualifications system required the employability of industry and business into their accreditation is designed so that its citizens having the core employability skills, and the use of continuing education and training of assessment strategies to promote inter-industry transfer professional competence, integrate diverse education and training to enhance the country's ability to reduce its citizens unemployment rate, which construct career education and training system, and strengthen career development, school to the workplace seamlessly. The main conclusions are as follows : First, the inter-ministerial plan to effectively integrate resources cultured talent, from the demand side view of the current and future talent needed and should get rid of the myth of thesis, emphasizing the professional will not only help reduce the gap between learning to use, and will raise the our human qualities. Second, when the qualifications and certification of discrimination fails, the institution of credible verification and certification helps companies recognized. Third, foreign experience needed insight into the background of their systems and strategies, and depending on environmental conetxts and social adjustment Fourth, the industry-university cooperation will help students with career knowledge, universities should regain the initiative, combined with community resources, industry resources together to shorten the gap between learning to use Fifth, the soul of the university curriculum, career should be based on knowledge and learning curriculum for the body, the industry practice is to use, and supported by appropriate assessment strategies to enhance the quality of the graduate of school Sixth, the state should provide the incentives to encourage people to job training, certification RTO units through training, to enhance its core employability, promote inter-industry tranfer professional skills and good attitude in the workplace Seventh, the comparison of experience and academic qualifications help to improve the reeducation enrollment of university
