利用因素分析與層級分析建構資訊軟體供應商評選模型

摘要


隨著網際網路的快速發展,資訊取得的管道變的更加容易與更多元化,資訊的傳遞也愈來愈快速。在20世紀末所掀起的資訊革命使得企業的經營資訊變的更加透明,也造成了企業之間激烈的競爭,企業不得不思考如何來加強本身的競爭能力避免在資訊氾濫的洪流中慘遭滅頂。藉由推展資訊化調整經營體質往往被視為提昇企業競爭力的主要方法之ㄧ。而在推展資訊化之初,就必須先考量到許多因素,諸如:定義資訊化的目標、瞭解許可的預算、計算可投入的人力物力、規劃預計時程、挑選資訊化配合供應商…等諸多因素。而其中「資訊化配合供應商」乃是非企業本身所能全盤掌控的因素,因此在推展資訊化的過程當中,對於資訊軟體供應商的評選必須更加以審慎的考量。 本研究在參考供應商評選的相關文獻後先列出40項資訊軟體供應商的評選指標,在台灣地區企業進行問卷調查後,利用因素分析重新歸納出資訊軟體供應商的評選構面,再經由調查專家意見後進行層級分析來訂出各構面的權重,並依此建構出台灣地區資訊軟體供應商的評選模型,並以案例公司依此模型來評選資訊軟體供應商來驗證此模型的效果。

In the highly development of internet, the way of getting information becomes easier and more diverse. Delivery of information becomes faster. The revolution of information in late 20th century brings companies more open in public. And if also brings them into more serious competition situation. Companies are forced to consider deeply to enhance their own strength and avoid drown by the strong flood of information. Adjusting company structure by developing information is always viewed as one of the major ways to improve company strength. There are many factors should be considered at the beginning of implement, including defining objects of developing information, understanding allowed budget, calculating available resources, scheduling plan, and selecting suppliers to develop information…etc. “Suppliers to co-operate with developing information” is the factor that company can not drive very well. Therefore, how to select application software supplier should be more carefully evaluated when companies implement the development of information. This study purposes forty criteria of application software suppliers from selection of supplier literature and develop the questionnaire filled in by companies in Taiwan area. We use Factor Analysis to re-generalize selection criteria of application software suppliers and then adopt opinions from experts to develop the weight of each criterion by Analytic Hierarchy Process. Base on the results, we build up the selecting model of Taiwan application software suppliers. At the finals, a case study is used to verify the effectiveness of this model.
