地方政府能源密集度評估模式之研究

摘要

本研究主要目的在探討各地方政府中能源使用效率的差異，並希望透過外在環境因素的分析，獲得具有潛在節能空間的建築物及改進能源使用效率的方式。目前能源使用效率的評估方式大多採用能源密集度，單位為kWh/㎡.yr或MJ/㎡.yr。
由研究結果可知影響地方政府能源使用效率因素包括人員密度、外氣溫度、降雨時數。從統計數據，經比對各種績效評估方式，各決策單位在技術效率與規模效率分佈比例上有明顯差異，可知地方政府機關能源耗用與各項影響因子並非呈線性關係，而是與決策單位之規模大小有關。
以單位面積耗能評估地方政府的管理績效，比對資料包絡分析法之評估結果，前後兩者之結果差異頗大，因此未來在能源使用單位的績效評估上，有必要修正傳統評估方法，以期達到實際反應決策單位能源使用效率的目的。

The main purpose for this research is to study the efficiency difference of the energy usage for each local government organizations. And hope through the external analysis factor, we can find potential energy conservation space buildings and the ways to improve the efficiency for the energy usage. Currently, Energy Usage Index (EUI) is the most adopted energy usage efficiency valuation method. The unit is kWh/㎡.yr or MJ/㎡.yr.
From the research findings we know that the personnel density, outside temperature and even raining hours could affect the local government organizations’ energy usage efficiency. And, from the statistical data, after compared to various performance evaluation methods, each decision making unit (DMU) has obvious difference in the technical efficiency and scale efficiency distributed proportion. Therefore, we know that the energy consumption at the local government organizations is not related to each influence factors, but it is something to do with the scale size of each decision making unit.
The difference is very huge between the analyzing results by using energy consumption analysis by the unit area and by the Data Envelopment Analysis (DEA) to analyze the local government organizations’ management achievements. So, it is necessary to revise the traditional analysis method for the performance evaluation for the energy usage unit in the future. Then, it can reach the purpose of actual response from the decision making unit for the efficiency of the energy usage.
