本研究因應油品市場自由化後,經營環境重大改變,油品市場對於加油站設置評選日趨重要,首先就是要確定研究問題癥結所在,經由問題背景及描述,針對問題進行分析,找出真正問題所在與研究目標,著手設計研究流程,建立一套完整評選模式。 本研究利用加油站業相關探討,分析我國石油產業特性及加油站相關法規、發展與特性。並由加油站設置評選因素之探討,評選加油站設置所需考量各項因素及特性,及AHP與HCA研究方法探討:將蒐集多架構AHP方法為層級架構的準則權重,並以層級一致分析方法HCA為基礎,對於整合與妥協過程加以分析達到客觀評選架構結果。 確定研究性質及分析問題後,對於加油站設置相關架構,經由文獻回顧方式分析選擇適合本研究模式,逐步建立加油站評選設置模式。在初步建立加油站評選模式後,先利用專家問卷調查,分析收集專家評選因素,結合專家獲得各項權重,構建加油站設置評選模式。就加油站設置評選實例,結合HCA與加油站設站評選的方法,建立加油站設置評選因素模式,提供業者評鑑的準則,同時也提供新加入者,應具備相關評選準則環境,使業者都能經由各項評選指標理性分析,並針對市場潛能開發新市場,提升加油服務競爭力。 本研究經由修正模式分析結果,提供加油站服務業經營者經營管理上之參考,提供政府相關單位研擬促進油品銷售業發展政策時參考。
Due to the changing of the methods used in operating of the oil business to publicized, studies concerning the environmental area as to where oil stations are to be situated have become a major concern. Firstly, we have to understand what items are need to be evaluated and compared to decide on the final decisions. Therefore, research has created analytical methods for this study by using Analytical Hierarchy Process (AHP) and Hierarchies Consistency Analysis (HCA). Applying questionnaires and collecting data we try to analysis the weights for each articles. Users may include existing oil business operators, new investors and any others who needed these information to make economic decisions concerning this issue. Base on the prevailing economical potential, to increase the competitiveness of this field. It may also assist a manager of the business to understand and improve his management methods. Government sector may follow the studies and draw up a policy, which is useful to the further development of the oil business operations.
