摘要

在一錯綜複雜的組織作業?芊A其系統決策過程往往影響該系統是否運作順
暢。故基於此，吾人擬研究系統決策分析即在一組織作業運作下，如何作
決策分析，以利作業順暢並為主管執行決策時有客觀合理的參考依據。其
工具以軟體程序發展方法和系統動態學，其實例以全民健保該組織型態為
系統主體，整個大意即將全民健保作業以資料流程圖和資料字典方法設計
為系統化程序，使資訊系統程序化呈現。再則，以實體關係模式和模糊集
群分析方法分析關係功能上問題，使作業資料影響面了解，最後，以系統
動態學發展出全民健保整體系統受環境因素下的動態分析模擬。如此整個
過程架構，自成一連鎖互動反應，使得在系統決策分析能得到最適及立即
的了解及掌握。

On complex organization operating,the process of system
decision always effect whether the system operate smoothly or
not,So based on the aboove,I reaearch system decision analysis
that how do decisive analysis by organization operating to the
system operate smoothly and reasonable reference for manager
decision. The tools has software process development and system
dynamics method .The example is based on system body the
national health policy. First,the national health policy
analysis systematic process by data process chart and data
dictionary method to show information systematic process.
Second,I analysis question of relative function by substance
relative model and fuzzy classification analysis methood to
understand influence of operation data. Finally,I develop
dynamics analysis simulation of the national health policy
under circumstance factor by system dynamics method. So,the
above outline make chain reaction by themseives to control
suitably in time on system decision analysis.
