研究主旨乃有見於物流業在供應鏈管理中扮演關鍵性角色暨台灣發展全球運籌中的重要地位,故針對物流業如何以2000年版ISO 9000系列國際品質標準為基礎架構,並鑑別現今台灣物流業現況與展望,配合物流產品�服務特性,期望建構一套專屬於物流業且符合ISO9001: 2000一般性所有要求的物流業品質管理系統標準。 研究方法係藉由實務經驗、文獻、次級資料與人物訪談結果綜合分析,決定物流、物流業及ISO 9000: 2000族系標準等特性的定位,歸納出產業發展的沿革與類型、營業活動與組織管理的現況、政府的物流政策與評鑑標準,以及未來發展趨勢,再將「ISO9001: 2000品質管理系統-要求」中各條款,區分為定義、策略、計畫、執行、檢查、行動及系統標準化等七大類,根據前述產業分析結果,逐條探討物流組織的應用,最後發展出物流業品質管理系統的建議指定要求。 研究結論將規劃出物流業品質管理系統要求暨要求展開的具體輪廓,期望能提供台灣物流業者作為組織內部營運應用、供應者選擇評估或品質管理系統驗證之參考使用。 關鍵詞:供應鏈、全球運籌、物流、物流業、ISO 9000、ISO 9001、品質管理
The research purpose is in response to the important role of third party logistics in supply chain management as well as in Taiwan’s development on global logistics. The ultimate expectation in this research is to establish a standard quality management system within third party logistics, complying with ISO 9001: 2000 and other requirements from existing Taiwan industries and outlook. The research methodology is comprised of practical experiences, literature review, indirect information and expert interviews. A systematical analysis is performed on the result to differentiate the characteristics of logistics, third party logistics and the standard family of ISO 9000s: 2000. A “SWOT” analysis is also carried out to divide ISO 9001: 2000 articles into 7 categories: definition, strategy, plan, do, check, action and system standardization; research the requirements and application of the categories on third party logistics system. The research result is to practically devise the requirements and process flows of quality management within third party logistics, aiming for providing a useful reference to Taiwan industries in internal operations and external criteria.
