摘要

良好的警察風紀不僅是贏取民眾信任的保證，也是警政工作的基石。由於警察擔負的角色擁有執法的權力，社會大眾普遍持以較為嚴苛的道德規範和操守標準來要求警察。當警察人員有違反風紀的傳聞發生時，輿論指責的壓力經常如同海洋般的浪潮沖擊而來，如果沒有妥善地處置，警察單位的形象即可能因此而遭受嚴重的破壞。因此，維護警察風紀乃是各級警察機關首要之務。本研究之主旨在檢討員警風紀案件成因以及建立危機管理模式來減輕警察風紀案件的傷害。第一，本研究藉由文獻回顧試圖找出警察違反風紀的理論解釋。第二，本研究利用問卷調查之方式收集台北市政府警察局所屬十四個分局、三個大隊員警的意見，整理出警察風紀案件之誘因與類型。第三，目前警察機關正全面推展ISO品質管制系統，也日益重視「標準化」、「程序化」、「文件化」、「持續改進」等目標。有鑑於此趨勢之發展，本研究研擬一套處理警察風紀案件之標準作業程序，冀望此作業程序能有助於風紀案件的偵辦。第四，為減低警察風紀事件對警察形象之傷害，並提升警察機關管理風紀危機的能力，本研究深入剖析公共關係在風紀危機狀況中的應用。

A positive image of the policeman is not only a guarantee for winning the trust of the public, but is also the foundation of police administration. For the fact that policemen occupy a role with the authority to enforce laws, the general public tends to apply more stringent ethical and behavioral standards against them. When there is any hearsay that a policeman might have violated a discipline or a law, the pressure of public censure often arises like an attack of ocean weaves. If it were not properly handled, then the police department’s image could be seriously damaged. Thus, maintaining a good reputation on discipline is the priority for the police organization at all levels. The central purpose of the present study is to identify the causes of policeman discipline problems as well as to establish a crisis management model to alleviate the detrimental effect of a discipline violation event.
First, with a review of literature, the study tries to identify theoretical explanations for policeman’s breach of discipline. Second, the research undertakes a survey to collect information from the members of 14 districts and 3 squadrons of the Taipei Municipal Police Department, and bases on these data to create a scheme of various inducements and categories of discipline violations. Third, the police administration is implementing the ISO system extensively, and pays greater attention to the ideas of “standardization”, “procedure”, “documentation” and “continuous improvement”. In view of this trend, the research develops a standard operation procedure to deal with the incidence in which a policeman is thought to violate a discipline order. It is hoped that the posited procedure may facilitate the investigation of discipline infringement. Forth, to reduce the damage of and to enhance the ability of crisis management associated with discipline incidences, the research elaborates the possible applications of public relations within the context of police discipline crisis.
