台灣有線電視數位化之解決方案研究

摘要

世界各國在發展數位電視多年後，面臨了許多現實的問題，實際上的發展進度與規模也不如預期中的順利。廣義的數位電視並不僅限於一般人所稱的高畫質電視機而已，而是包含了從節目（內容）經過傳輸、接收的所有過程的數位化信號處理。
在數位電視中經常強調一個「服務平台」，這是在類比電視中沒有的，在類比電視廣播中，主要的是影音訊號傳輸平台，在數位電視廣播中的服務平台裡除了影音訊號傳輸平台以外更強調由條件式接取系統以及互動服務的平台。
本研究的目的在了解數位電視之發展趨勢、我國數位電視發展現況、數位電視平台解析，嘗試探討我國有線電視數位化中服務平台設置的較佳策略。期望經由本研究能對於不論是技術背景或非技術背景相關產業從業人員提供一個簡明而有細統的整體產業分工全貌，對於其中技術與經營管理相互交錯的限制與技術面實施的先後順序考量可以有較完整的了解。其次對於政府官員在制定相關政策時，對於我國推展數位電視所產生潛在關鍵問題以及未來輔導建立良好的市場機制做為參考。本研究所提出共通平台解決方案，是嘗試對於我國數位電視全盤性發展問題提出一種解決的概念方案。

After many years of developing digital television (DTV), many nations face a variety of difficulties during deployment, and the actual progress have failed to meet the original expectations. Narrowly defined, DTV refers to the high definition television (HDTV). Under a broader and more frequently used definition, DTV encompasses the whole digital signaling processes from program/content, transmission to receiving.
One major concept often emphasized in the DTV system is “service platform” which does not exist in a traditional analog television system. Video and audio transmission platform plays the major role in analog television broadcasting system. In the service platform of digital television broadcasting system, however, both the conditional access system and the interactive system are emphasize in addition to video and audio transmission system.
The objectives of this research include the following:
1. Understanding the trend of DTV development and current status of DTV development in Taiwan.
2. Analyzing appropriate strategies for setting up service platform for cable television industry in Taiwan.
3. Giving a systematic overview of DTV technological development and business models of operations for people who are involved or interested in this industry.
4. Clarifying the implementation priorities among different service platforms.
5. Highlighting the critical issues that public policy makers need to consider in the government’s effort to build a sound market mechanism to facilitate DTV implementation.
Finally, this research proposes a three-phase common platform solution in an attempt to overcome the barriers to successful DTV implementation in Taiwan.
