組織變革認知與組織承諾之關連性研究-以公務人力發展中心為例

摘要


行政法人的設立是我國政府部門的創新制度,舉凡組織型態、營運及監督方式,乃至人事管理、會計及財務制度等,都將不同於過去的體制和運作方式,可說是行政機關重大的組織變革。目前對於行政機關法人化的主流研究觀點,仍多側重在如何制定相關法令、如何推動變革方案及如何設計組織等層面,對於員工態度的研究卻著墨較少。相關研究發現,當組織進行變革,即使政策未定,也已經對組織內部造成不少的衝擊與影響。所以,組織成員對組織變革的認知與組織承諾的關係研究,對於推動行政法人的管理層面是有實質助益的。本論文之主要研究目的為:1、探討不同屬性的員工對行政法人組織變革認知之情況。2、探討不同屬性的員工對行政法人的組織承諾程度。3、探討行政法人組織變革認知與組織承諾間之關聯性。4、針對研究發現,提出改進建議,俾供政府主管機關及單位領導者推動行政法人政策之參考。 本研究以公務人力發展中心全體員工為研究對象,經由問卷調查,進行敘述性統計、T檢定、單因子變異數分析、積差相關分析及迴歸分析,並以SPSS for Windows統計軟體進行資料統計分析。主要研究結果發現:1、人力中心員工的個人屬性變項(性別、年齡、教育程度、婚姻狀況、官等、職務、服務年資及服務單位)在組織變革認知、組織承諾等構面上,除少部分具顯著差異外,大都不具顯著差異。2、人力中心員工對組織變革的認知與組織承諾之間有顯著正相關。3、人力中心員工的組織變革認知對組織承諾有顯著影響。本研究綜合前述研究發現,提出建議如下:1、從管理層面探討行政法人變革的目標與效益。2、延長行政法人組織變革的準備期。3、建立行政法人標竿成功案例。4、加強變革溝通及擴大參與層面。5、建立彈性且人性化的人力資源管理措施。

The establishment of the Administrative Corporation is an innovative institution of our government sectors. It could be the greatest change in organizational model than before, including operating, supervising, personnel management, accounting, and financial rules. In most Administrative Corporation research, they emphasized on how to make relevant decree, improve scheme and design aspect of organizing and so forth rather than employees’ reception. Organization is always impacted when remodeling, even if policy is undecided. The research of employees’ reception in organizational remodeling will benefit those who have promoted the Administrative Corporation. This research focuses on the reception of organizational remodeling from different employees’ categories, the commitment of Administrative Corporation from different employees’ categories, the relationship between the employees’ reception and commitment in organizational remodeling, the recommendation for Administrative Corporation planning. Staffs of CSDI ( CSDI, Civil Service Development Institute ) are the subjects of our research, through the survey of our questionnaire and take SPSS(the Statistical Packages of the Social Science) as tool for descriptive statistic analysis, independent sample, t-test, one-way ANOVA, analysis of correlation and regression analysis to acquire and accumulate the relevant data analysis. The major findings are: 1) no obvious difference between employees’ reception and commitment in organizational remodeling that comes from the individual characteristics (sex, age, educational level, marital, level, seniority and service seniority and service unit); 2) the positive correlation between CSDI employees’ reception and their commitment; 3) the significant employees’ commitment of organizational remodeling come from employees’ reception in CSDI. In summary, we recommend: 1) probe into goals and benefits for the Administrative Corporation remodeling; 2) extend the preparatory stages of the Administrative Corporation remodeling; 3) build up the successful model of the Administrative Corporation remodeling; 4) enhance and expand the communication of participates of the remodeling; 5) set up an elastic and humanized human resources management system.
