群體決策下模糊績效評估模式之建構與應用

摘要


傳統績效評估模式,往往是在確定決策環境下所進行,不論是在評估準則項目評分方 面,或是在準則間權重比例的設定上。然而在實際評估一個組織或個人績效時,所面對的 決策環境卻往往是 (1)主觀的 (2)不可量化的 (3)群體決策參與(4)不確定的。 本論文主要是為因應上述決策環境下,針對群體決策下模糊績效評估模式提出一套系統化 的解決方法,並以高等教育體系中有關教師教學績效評估為應用研究範例,以驗證績效評 估模式之完整性、可行性,並作為模式修正之依據。本論文所探討的主題為:(1) 探討績 效評估的意義,準則權重設定的方法,群體準則權重及模糊準則權重計算方法。 (2) 應 用模糊理論以表示及計算相關的評估準則分數及績效得分。(3) 透過層級結構以描述評估 準則間的關係。(4) 以層級分析程序法 (AHP)作為主觀評估因素數量化的衡量方法。(5) 探討群體決策程序及多人決策資料之彙整 (Aggregate)方法。(6) 探討並選擇模糊權重、 模糊準則評分、模糊績效計算方法。(7) 探討並選擇模糊排序(Ranking) 方法。(8) 應用 範例分析、驗証與模式修正。 本論文主要在於了解績效評估模式所面對的問題特性並 探討相關的解決方法,從文獻中分析及比較各項方法的應用範圍與限制條件,提出一套系 統化的績效評估模式。並針對教師教學績效評估個案,提出相關的分析以及應用探討,以 驗證及修正績效評估模式,並進而確認其完整性、正確性與可行性。

The traditional performance evaluation model is performed under certain env ironment both in respects of criteria rating as well as in respects of compara tive criteria weighting. While in the situations of real case, in organizatio nal review or inpersonal review, the application of performance evaluation tas k is performed under the circumstances (1) subjective judgement (2) qualitativ e measurement (3) group decision making (4) uncertainty decisionmaking. The main purpose of this thesis is going to provide a systematic fuzzy perfor mance evaluation model under group decision making. In order to assure the v alidation and the accuracy of this model, we will prepare an empirical example , named as the teaching performance evaluation on teachers, occured in higher education system. The topics we will discuss in this thesis are (1) performan ce evaluation tasks concerned, (2) fuzzyset theory applied, (3) hierarchical s tructure, (4) AHP applications, (5) groupdecision making process, (6) fuzzy rating, fuzzy weighting and fuzzy performacecalculation,(7) fuzzy ranking, (8 ) empirical application. We will focus on literature review,with which to identify the operational characteristics and constraints for eachcorrespond ing topic ,and to find out the solution for model built. Then, we willsurvey a nd develope an empirical example for system validation and modification.
