台北縣汐止東方科學園區大火持續燃燒了四十三小時,創下了國內單一建築物延燒最久的火災案例,並且波及二百餘家高科技廠商,其財產損失高達新台幣百餘億元,不僅對國家社會整體形象造成莫大的傷害,也燒出高層建築物消防設備不足及防災避難與使用管理上諸多問題和隱憂。 本研究以東方科學園區火災為案例,收集建築物相關基本資料、訪視現場搶救人員與火災成因調查和災後鑑定專家,並由法規及文獻探討超高大樓消防搶救管理對策,利用電腦火災區域模式軟體 CFAST 模擬火場發生當時的情境與後果,分析各種參數設定變化,相互比較探討模擬後之結果,選擇最佳化防火安全設計及措施。 消防安全工程設計不應只是依據現行消防法規為防護的手段而一成不變,是需以達到特定安全水準以上之消防安全為依歸,以火場成長危害之各項模式為評估方法,且以燃燒行為和燃燒生成物之影響情形為考量重點,用定量方法評估各種不同設計,期能達到最低損失,才能保障超高大樓建人員生命及財產之真正安全。

To use the software “CFAST” of computerize fire area mode, simulating the situation at that time in the fire field, analyzing various change of the parameter setup.
