由於資訊科技的高度成長以及競爭環境的日趨激烈,只有能夠密切掌握市場資訊,整合企業競爭優勢,迅速滿足市場需求的顧客化產品和服務,才能持續保持競爭力。因此如何做好事前合理且系統化的評估工作,將是決定投資計畫的成敗關鍵。 本研究的目的是建構一引進新技術設備的評估架構,此架構必須參照目前研究趨勢、優勢與弱點、定位及業界實際評估案例,建立一條可行的研究方向。此評估程序有三個階段:策略層面評估、運作層面評估及經濟層面評估。首先,利用品質機能展開模式(QFD)的相關矩陣法選擇具有提昇競爭力的製造系統組合;接著使用分析層級程序法(AHP)來評選最佳的設計方案;第三階段進行投資方案的經濟與效益分析。最後以投資引進生產高分子聚丙烯雙軸延伸薄膜製造設備為例來驗證本評估模式。結果顯示,此種評估模式對此『引進新技術設備』之計劃在實用上有更客觀、正確的結論。
Due to the fast development of the information technology and the increasing competition, the only way to maintain the competitiveness of the enterprise is to closely observe the market information, coordinate the of enterprise''s competitive, satisfy the needs of the market, and customize the products and services. Therefore, the key success factor for the investment project is to evaluate the plan in advance systematically. The purpose of this study is to form an evaluation framework that considers current technology as that a feasible evaluation processes can be executed. The proposed evaluation process consists of three levels: strategic, operational, and financial evaluation. First, a QFD''s relationship matrix was formed to select the most competitive factor in the manufacturing process. Second, an AHP model was used to select the best alternative. Third, the analysis of economic and effectiveness was performed. This evaluation model was used to evaluate the introducing the BOPP (Biaxial of Polypropylene) facility for a practicing company. The result shows that this evaluation framework can be used for introducing the new technology facility with more objectives and correct conclusions.
