產業網絡的形成與遷移之研究-以我國傳統產業為例

摘要

隨科技的變遷、運輸的發達與網路的興起，全球經濟已進入一個無國界的時代。台商在面臨全球產業競爭下，產業版圖不斷地向外移動與延伸，製造資源的配置也由一國擴大到全球，台商與上下游的協力廠商形成一個動態的網絡關係，持續地在全球重新的分佈與組合。

台商自8O年代起即開始大舉對外投資，最初是朝東南亞各國發展，但自我國政府開放中國大陸投資後，台商則積極轉向中國大陸發展。我國傳統勞力密集產業由於受困於內憂外患的威脅下，成為最先遷移至中國大陸的產業，台商的遷移往往是遷一廠而動全網，不僅將台灣經驗複製到中國大陸，同時也將台灣特有的產業網絡結構特質潛移默化到中國大陸，形成獨特的台商產業網絡。然而，近年來受限於中國大陸經貿政策的改變，投資環境的惡化，台商再次面臨窘境，轉型、升級或關廠、遷移成為台商再一次的選擇題。

本研究將以傳統產業製造業為研究對象，並以紡織業為例，藉由相關之文獻、期刊、報章雜誌與政府統計數據，以及產業資料、報告等資料，來探討傳統產業中的龍頭產業—紡織業之網絡動態現況，與分析中國大陸經貿政策的改變對傳統產業台商之影響與造成傳統產業台商遷移之因素，由於產業網絡如何改變的研究甚少，故學生嘗試以產業現況來分析產業網絡的形成與動態，並對產業網絡的變遷做進一步的探討。

With the changes of science and technology、the transportation development and network rising up, the global economy has already entered a borderless era. The Taiwanese company is under facing the global industrial competition, industrial domain is being moved and extended outwards constantly, the manufacture resources is expanded to the whole world from one country, the Taiwanese company and related vendors compose a dynamic network relation, in the distribution and association again of the whole world continuously.

The Taiwanese company begins the investments abroad on a large scale promptly since 80 times, develop towards various countries of Southeast Asia at first, but since our govern-
ment opens China investment, the Taiwanese company have turned to China and developed actively. Of our country traditional labor intensive industry because of stranded under the threat of the domestic trouble and foreign invasion, become it migrates the industry to China at first, the migration of the Taiwan company often moves one factory and moves the whole network, not only duplicate the experience of Taiwan to China but also influence the peculiar industry network structure in Taiwan to China at the same time, form the unique industry network of Taiwanese company. However, are limited to the change of the economic and trade policy in China in recent years, the deterioration of the investment environment, the Taiwanese company faces the predicament again, reforming、upgrade or close down a factory、migrates, become the Taiwanese enterprises once again choice topic.

The research will regard manufacturing of traditional industry as the research object, and take the textile industry as an example, with relevant document, periodical, newspapers, magazines and government’s statistics, related data of the Traditional industry and reports to discusses the dynamic present situation of network of the textile industry of leading industry in the traditional industry, with analyzes the influence on the Taiwanese company of traditional industry of change in China and causing the migration factor which the industry Taiwanese company. Because what how to migration of industrial network research articles are really few, therefore the student attempts by the industrial present situation to analysis the industrial network formation and the tendency, and makes the further analysis the industrial network migration.
