地方文化產業發展的機制與實踐－以桃園縣坑子社區為例

摘要

經濟全球化之後，不僅使傳統地方產業面臨存續的危機，也使台灣的地方傳統文化面臨全球流行文化的挑戰與衝擊，對本土的文化資產產生極大影響與破壞。近年來，學界、政府與民間各單位均積極推動地方文化產業，鼓勵社區居民發掘社區的資源文化，與地方產業做結合，以提昇地方產業的經濟競爭力，並保護地方文化資產。
本研究以桃園縣坑子社區為研究場域，從政府、社群、企業與學校四個部門的合作及互動，試圖探討坑子社區如何透過社區總體營造來發展地方文化產業的歷程與機制、及地方文化產業對坑子社區地域活化的影響。
研究發現坑子社區擁有豐富的歷史文化、傳統產業、自然生態環境等條件，是發展地方文化產業的最佳條件。除了掌握運用本身優勢的條件外，政府資源的挹注與政策引導也是地方文化產業發展的重要支柱，具備這些條件後，再靠社區發展協會與社群組織相互合作互動，讓地方居民能積極投入參與公共事務，建構出社區意識，塑造地方文化產業，達成地域活化，使社區保持永續經營的最佳狀態。
最後，本論文並依據研究成果，提出具體建議，期能作為後續發展中社區之參考。

After economic globalization, traditional local industry has faced the crisis of how to remain operations. Moreover, the local traditional culture of Taiwan is up against the challenges and shocks of global prevailing culture, which have tremendous impact and damage on the local culture asset. In the recent years, the academia, government, and non-official institutes are eager to promote the local culture industry. They encourage the community residents to discover and develop the resources and community culture, and to combine with local businesses, in order to elevate the economic competence of local industry and preserve the local culture asset.
Researching on Keng-Zih Community, Taoyuan county through the cooperation and interaction among government, communities, businesses, and schools, the study tends to explore how the community develops the historical path, scheme, and the influence on Keng-Zih Community revitalized by the local culture industry.
The study discovers that Keng-Zih Community possesses abundant historical culture, traditional industry, natural ecology and environment, and so on, which are the best conditions for developing local culture industry. In addition to utilizing its natural advantages, the injection of government resource and policies are vital support as well. With these conditions, cooperation and interaction supplied between community development association and group organization make the local residents participate in the public affairs actively. The residents develop the community onsciousness, establish the local culture industry, and further achieve regional revitalization and community continuity in the most ideal condition.
Finally, the study bases on the research results to provide substantial recommendation and looks forward to being adopted by developing communities as a reference.
