國民小學校長遴用制度之研究~以桃園縣為例

摘要


本研究旨在探討桃園縣國民小學校長遴用制度之甄試規則及儲訓制度、任用程序等,並瞭解桃園縣教育暨相關人員不同的背景變項,對遴用制度的意見及其差異情形,最後對桃園縣國民小學校長遴用制度提出改進意見。 研究方法最主要以問卷調查法,以「國民小學校長遴用制度之研究~以桃園縣為例」問卷調查表為工具,以桃園縣國民小學校長、主任、教師、職員工、教育行政人員為母群體,以隨機取樣,抽取102名為研究樣本,以次數分配統計方法進行資料分析。 根據研究結果所獲得的結論與改進意見如下: 一、根據校長專業能力及人格特質,訂定校長甄選標準,以甄選出優質、適任之校長。 二、重視校長甄選的資歷評分之規定與內容,提升校長應具一定的學、經歷標準,提升 校長的素質。 三、校長筆試的方式與內容,兼重教育理論與學校行政實務,以利國民小學教育之推展。 四、全面提升口試方式與內容之客觀性,發揮其正面效果。 五、採取有效校長儲訓方式,健全校長人才培育模式。 六、重視實習內涵,建立校長證照制度。

The study mainly discusses the elementary school principal selection assignment system with the regulations of selection, the system of pre-training and the procedure of appointment etc, and make a comprehension about the different opinions of selection assignment system under the background variable to the different education concerned employees in Tao Yuan county. Finally, the improvement opinions are to bring about the principal selection assignment system in Tao Yuan County. The study is mainly to adopt questionnaire survey method. The questionnaire is the topic “A Study of The System in Elementary School Principal Selection-Examples of Tao Yuan County”, and the 102 samples for this study population include the members of elementary school principals , school chiefs, teachers, employees and education administrators from Tao Yuan County. The statistic method used to analyze the data collected from the questionnaire is frequency distribution. According to the study results, the conclusions and opinions about improvement are shown as follows: 1. Establishing the principal selection standards by the principal professional ability and personality characteristics selects the excellent and appropriate principal. 2. Emphasis on the regulations and contents of work experience and qualifications of principal selection in order to upgrade the levels and qualities of the principal with the suitable academic background and work experience. 3. The form and contents of principal writing test should emphasize education theories and school administration practices to develop the elementary school education. 4. Promotions for orals and objective contents comprehensively show the positive effects. 5. Adopting the effective form of principal pre-training builds the perfect training model of principal. 6. Emphasizing the contents of practice, and constructing the certificate system for principal
